This is not a Request for Quotations. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is strictly market research to determine availability and adequacy of potential contractors with the capabilities and experience to perform the required work. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this Sources Sought notice or any follow-up information requests. No solicitation is associated with this announcement. The Government anticipates conducting a competitive simplified acquisition for this requirement within the next three months. The amount of interest from qualified contractors generated by this notice will contribute to our decision regarding whether to establish a small business set-aside or advertise the requirement to all sources (i.e., unrestricted). DESCRIPTION: Furnish and deliver diesel and heating fuels to four locations within Olympic National Park, Washington, on an as-needed basis. Specifically, deliver ultra-low sulfur #1 dyed diesel fuel (heating oil), ultra-low sulfur #2 clear diesel for on-road use, and ultra-low sulfur #2 dyed diesel for off-road use into fuel storage tanks owned by the National Park Service (NPS). Delivery locations, estimated quantities, and estimated number of annual deliveries are in the attached file. Estimated Quantity: 28,000 to 33,000 gallons annually; up to 165,000 gallons for five years. Ordering Periods: Date of award to 10/31/2023 plus four optional ordering periods, 11/01 to 10/31 thereafter, ending 10/31/2027. Firms interested in this acquisition should prepare and e-mail a response to mickey_chisolm@nps.gov no later than 4:00 pm Pacific time on October 21, 2022. The response should be one PDF file that is no longer than five pages. All information submitted will be subject to verification and additional information may be requested to substantiate responses. Include: - Brief statement describing the firm, including number of years in business, office and fuel depot locations, ordering procedure for other commercial customers, and typical response time (days after order to delivery of product). - The firm's business name, address, unique entity identifier (UEI), and point of contact with phone number and e-mail address. Responding firms should have an active or pending registration in www.SAM.gov. - The firm's business size for NAICS 324110, Petroleum Refineries. To qualify as small for purposes of Government procurement, the petroleum refiner, including its affiliates, must be a concern that has either no more than 1,500 employees or no more than 200,000 barrels per calendar day total Operable Atmospheric Crude Oil Distillation capacity. Capacity includes all domestic and foreign affiliates, all owned or leased facilities, and all facilities under a processing agreement or an arrangement such as an exchange agreement or a throughput. To qualify under the capacity size standard, the firm, together with its affiliates, must be primarily engaged in refining crude petroleum into refined petroleum products. A firm's "primary industry" is determined in accordance with 13 CFR § 121.107., with size standard $36.5M. - If small business, indicate any and all small business programs applicable to your firm (HUBZone, Service-Disabled Veteran Owned, or Women-Owned).
