Capulin Volcano National Monument CAVO Road Improvements to Volcano Road NAICS Code: 237310 Estimated Cost Range: $1 million - $5 million Estimated Period of Performance: Sept 2020 ¿ Nov 2020 Project Description Capulin Volcano is a cinder cone volcano that rises 1,300 feet above the surround plains to 8,182 feet above sea level. The top of the volcano can be accessed via roadway. Ascending the volcano road, it winds around the volcano in a continuous curve to the left - counterclockwise. The road is in a side-hill configuration. Going uphill, there is a mortared stone retaining wall (5 to 8 feet high) on the left side, and a steep hillside sloping down from the road on the right side. An FHWA project in 2011 stabilized a portion of the right side of the road by the addition of a dry stacked rock wall approximately two feet high, with geotextile fabric and 1/2-inch (and smaller) granular material placed behind the rock. The pavement was saw cut to accomplish the work, and the pavement patchback is now cracked along most of its length. On August 9, 2019 an intense isolated rainstorm delivered a substantial amount of rain in a short period of time. As a result, there is a severely damaged area of the road, in which a section of pavement was undermined and broke off (at the previous saw cut). The area of broken pavement is about 12 feet long, 3 feet wide, and 8 to 10 feet deep. Rock wall, geotextile fabric, and granular material have been removed by water action (most likely weakened by previous smaller storms) and washed down the hillside by this storm. The amount of damage in this area is greater than just the area with the broken pavement, with much of the granular material washed out from behind the rock and severe erosion on the downhill side of the road. There are also two other areas of damage which are extensive, but which haven't undermined the road to the point of causing the pavement to break (yet). This damage has the same loss of granular material and severe erosion on the downhill side of the road as is seen at the worst site. The length of the road that needs immediate repairs is estimated to be at least 600 feet long. There is severe erosion on the uphill side of the road as well, and loose rock and soil has washed over the retaining walls. The Park has closed the road. Subsequent severe rainstorms have increased the amount of damaged that was observed and initially quantified after the August 9th storm. Park staff has implemented temporary erosion control measures in an effort to minimize continued damage. The purpose of this requirement is to repair the road. ****Firms interested in the project should possess the following specialized skills and experience and address these specialized skills and experience in their responses to this Notice. These are the following professional qualifications needed for repair of the volcano road: ¿ Design / Build ¿ civil engineering expertise in road and pavement design ¿ Work in remote locations and/or on narrow roadways on steep slopes ¿ Roadway construction and repair ¿ Masonry wall construction and repair ¿ Stormwater management and drainage installation ¿ Traffic control for low volume roadways Bonding Capability Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity.
