Any cost incurred as a result of the announcement shall be borne by the interested party (prospective offeror) and will not be charged to the government for reimbursement. Respondents will not be notified of the results of any government assessments. The objective is to design and implement a new Digital Shoreline Analysis System (DSAS) from scratch utilizing a free and open-source GiS (geographic information system) software that can interface with the python programming language. Technical Requirements are attached.
