Description: The USGS intends to procure on an `other than full and open competition¿ basis to Elsevier, Inc., under the authority of FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services. This requirement, supporting the USGS Library, is for subscriptions to Scopus, a bibliographic and full-text citation database of scientific publications and ScienceDirect digital journals and books available from the British-Dutch publisher Elsevier. These subscriptions are unique in content and structure and are not available from other sources in the marketplace. The combined subscriptions will provide access to over 18 million pieces of content from more than 4,000 academic eJournals and 30,000 eBooks of this publisher. The Period of Performance will be for one base period and four one-year option periods. The USGS is aware of no other source that can provide this service. Responsible sources who believe they can provide the materials may submit a written response to the contact point no later than 5 days after the date of publication of this notice. The written response shall reference the solicitation number and clearly show the firm¿s ability to be responsive without compromising the quality, accuracy, or reliability of the materials without causing programmatic hardship. 17.
