SOURCES SOUGHT: This is a SOURCES SOUGHT NOTICE. The U.S. Geological Survey is conducting a MARKET SURVEY to determine the interest and capability of any firm eligible to compete under NAICS code 541690 with a Small Business Size for an anticipated upcoming requirement for Well Construction Reports (WCRs). The USGS Upper Midwest Science Center is modeling nutrient transport from the water table to streams in the Fox River Watershed of the Illinois River Basin. Part of the effort involves refining and recalibrating an existing MODFLOW groundwater flow model. An important data set for calibrating MODFLOW models, among other datasets, is water level data from well construction reports (WCRs) that well drillers submit to the Wisconsin Dept. of Natural Resources (WiDNR) upon completion of a well. While tens of thousands of these WCRs exist within the study area, the locational accuracy of most WCRs is very poor (to the township/range or section center). This poor locational accuracy diminishes the accuracy of the measured water level because the land surface elevation can vary by hundreds of feet within a section or township. The Wisconsin Geological and Natural History Survey has already refined the location of tens of thousands of WCRS to the individual parcel location in Jefferson, Walworth, and Waukesha Counties in the study area. Tens of thousands of additional WCRs in Kenosha and Racine Counties now need to be locationally associated with individual parcels to complete the dataset for adequate model calibration across the entire study area. The Upper Fox River in Wisconsin has excess nutrient load challenges that are similar to other midwestern streams in the Great Lakes and Mississippi River Basins. Indeed, the Illinois River Basin (ILRB) was selected as the third NGWOS watershed ¿because it consists of an extensive amount of urban and agricultural land uses that can help improve understanding of how nutrient sources, in combination with climate- and land-use change, may limit water availability¿ (https://www.usgs.gov/news/usgs-program-tackles-complex-water-questions). The Upper Fox River was selected for this nutrient transport project because it is part of the ILRB and because the WiDNR recently established a total maximum daily load (TMDL) for phosphorus in the Upper Fox River in an effort to reduce nutrient loading to the river and associated algal blooms. To aid with implementing the TMDL, better understanding of the sources of nutrients (point, non-point), transport pathways (overland flow, groundwater), and time lags between changes at the land surface and discharge into the river is needed. A well-calibrated groundwater flow model, and the data necessary to accomplish that, is needed for adequate understanding of nitrate and dissolved phosphorus transport to the river. Properly located WCRs are needed for Racine and Kenosha Counties, Wisconsin. A spatially referenced database of approximately 22,000 WCRs that currently have poor or no locational information in the two counties is needed. Database attributes should include well identifier information that can be tied to the location and depth of the well and casing, as well as any depth-to-water measurements and lithologic descriptors (if lithologic data exists for that well). A scope of work will be provided with any solicitation that may be issued. The Government is not required to issue a solicitation. Responses to this announcement are requested from (A) SBA certified Small Business HubZone firms; (B) Small Business firms certified by a Small Business Administration (SBA) district or regional office for participation in the 8(a) program; (C) Service-Disabled Veteran-Owned small Business firms; (D) Small Businesses; (E) Women Owned Small Businesses; and (F) Large Businesses. In response to this announcement, please indicate your firm's socioeconomic status (e.g. small business, service-disabled veteran-owned, women owned, HUBZone, etc.) This information will assist the Government in determining how small businesses can fit into the acquisition strategy. Any information submitted is voluntary. If sufficient interest and capability is not received from firms in categories (A) through (E) above, any solicitation may be issued as unrestricted without further consideration. Interested business firms shall submit (1) NAME, ADDRESS, and PHONE NUMBER OF THE FIRM (including an active SAM Registration); (2) a CAPABILITY STATEMENT including (a) RECENT (within the last three fiscal years) RELEVANT (similar projects to this requirement) performance history (identify the name of the owner and their point(s) of contact with telephone and fax numbers, e-mail addresses; and (b) in what capacity (e.g., prime, subcontractor etc.) they performed the work; and (3) their SIZE STATUS. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities website and no paper copies will be provided. If a solicitation is released, in order to receive an award your company must have a DUNs number and be registered on-line at the System for Award Management (SAM). You will also be required to provide your small business status information either via the RFP or the On-line Representations and Certifications (ORCA) also located at the SAM website before an award to your company can be made. Your on-line ORCA registration will cover any/all of your offers to the Federal Government, and only needs updated annually.
