THIS IS NOT A SOLICITATION. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. For the proposed contract action, the Government intends to solicit and negotiate with only the following designated source under the authority of FAR 6.302-1. The U.S. Fish and Wildlife Service, Division of Migratory Birds, intends to issue a sole source award utilizing Simplified Acquisition Procedures to Northern Research Technical Assistance Center (NORTAC) to conduct population counts of marine birds using standardized protocol and established shoreline transects at the Naked Island Group, and three ¿control¿ islands (Fool, Seal, Smith and Little Smith Islands), Prince William Sound, Alaska which includes the collection, data processing, and reporting of population counts of marine birds. This is due to the need for continuity of this ongoing project (2014-present). NORTAC has conducted seabird colony count surveys in Prince William Sound for the National Fish and Wildlife Foundation in collaboration with the Exxon Valdez Oil Spill and the U.S. Fish and Wildlife Service. The continuity of data and services is critical. The applicable North American Industrial Classification System Code (NAICS) code for this supply item is 541620, Environmental Consultation Services. This notice of intent is not a request for competitive quotations. However, The Government will consider all responses received by May 30, 2023, at 2:30 PM Mountain Time. All responses must be in writing and are to be sent via email to the point of contact specified in this notice. The Government will not be responsible for any cost incurred in preparation of quotations. A determination by the Government not to compete this is based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
