Sole Source Notice of Intent (FAR Part 13 ¿ Simplified Acquisition Procedures) In accordance with FAR Part 13 Simplified Acquisition Procedures, the United States Fish and Wildlife Service (USFWS), on behalf of FWS Patuxent Research Refuge is seeking to award a sole source action contract to Situation Awareness Systems LLC. Situation Awareness Systems LLC dba Quantaero has customized a direct georeferencing aerial remote sensing system through the integration of hardware and software solutions that is uniquely suited for the USFWS' natural resource applications. Situation Awareness Systems LLC dba Quantaero maintains proprietary ownership of the Aware® software solution used to control the USFWS's customized camera systems. Situation Awareness Systems LLC dba Quantaero is uniquely qualified to consult, maintain, upgrade, and further customize the associated hardware and software solutions developed for the USFWS. Because of their in-depth knowledge of the present USFWS-owned direct georeferencing systems and integration of associated sensors within the proprietary Aware® development environment, Situation Awareness Systems LLC dba Quantaero is also uniquely qualified to develop and integrate new multi-camera arrays and in-flight processing capacity within the Aware® environment to meet the specifications and requirements identified in the Statement of Work. This sole source request is based on Situation Awareness Systems LLC dba Quantaeros' unique familiarity with the USFWS aerial remote sensing system and hardware/software integration, the proprietary nature of Aware®, and Situation Awareness Systems LLC dba Quantaeros' detailed knowledge of the capabilities of currently available imaging and navigational sensors and the requirements for integrating these within the existing USFWS direct georeferencing system. Use of another proprietary software in lieu of Aware® would result in great cost and would require a great deal of time. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same products or services may submit product information and a capabilities statement that speaks to the products/services the US Fish and Wildlife Services are seeking in this proposed acquisition.
