Notice of Intent The US Fish & Wildlife Service (FWS), National Conservation Training Center (NCTC), Acquisition & Property Operations (APO), proposes to enter into a contract on a basis of other than full and open competition for the instructional delivery of the Conservation and Hunting in America (CHA) instructional modules and materials. FWS intends to negotiate on a sole-source basis with the non-profit Max McGraw Wildlife Foundation of Dundee, IL under the statutory authority permitting other than full and open competition, 41 U.S.C. 1901, as implemented by the Federal Acquisition Regulation (FAR) Subpart 13.501. The mission of the Service is to work with others to conserve, protect and enhance fish, wildlife and plants and their habitats for the continuing benefit of the American people. In order to accomplish this mission it is essential to train and maintain highly qualified natural resource leaders. The CHA and training program offered by the non-profit Max McGraw Foundation provides natural resource professionals a solid foundation in conservation practices that apply to hunting and the sustainable uses of wildlife in America. In addition, the CHA training program will assist the Service in addressing DOI Secretarial orders concerning outdoor recreation access on public lands. This notice is not a request for competitive quotes and no solicitation will be issued. Information received will be considered solely to make a determination whether competitive opportunities exist. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
