Notice of Intent to Sole Source for ICCA Training (International Conservation Chiefs Academy Training) The U.S. Fish and Wildlife Service, Joint Acquisition Operations, Acquisition and Property Operations, Acquisition Goods & Services, in Atlanta, GA intends to award to a sole source procurement to the National Association of Conservation Law Enforcement Chiefs (NACLEC), 5000 West Carefree Highway, Phoenix, AZ 85085. The NACLEC will provide for instructors, participants, peer coaches, instructional planning services and presentation venues for two iterations of International Conservation Chiefs Academy (ICCA) beginning April 2020 and September 2020 and one alumni event per year for the duration of the base year and two option years. The NACLEC will also provide a venue which will highlight leadership challenges and allows for discussion and development of networks to combat wildlife trafficking on an international scale. This training shall support the U.S. Fish and Wildlife Service, Office of Law Enforcement (OLE) by providing training for peer coaches and instructors specifically for Adaptive Leadership and other curriculum related within the ICCA three week course of training. The NACLEC is the sole source of this instrument and the program is the only one of its kind. The ICCA was based on the NACLEC Academy profile and the NACLEC Academy has been a joint venture with the Service and NACLEC since 2014. NACLEC is unique from other law enforcement executive leadership providers in that its focus is executive leadership development in the specific context of conservation law enforcement. The copyrights, academic, and intellectual concepts were maintained, and are offered by NACLEC. The NACLEC customized participant materials and instructions are essential elements of the ICCA training program and would create an insurmountable void if they are not available for instruction in these programs. This requirement is for one base year plus two option years. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and capability for this requirement by responding to this announcement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
