THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. For the proposed contract action the Government intends to solicit and negotiate with only the following designated source under the authority of FAR 6.302-1. The U.S. Fish and Wildlife Service, Mexican Wolf Recover Plan, Region 2, intends to issue a sole source award utilizing Simplified Acquisition Procedures to Nicholas W. Smith (DUNS# 626151588), Quemado, New Mexico for horseback and mule packing services for the translocation and release of wolves and other management activities associated with the reintroduced population of Mexican gray wolves. The contract requires transportation of materials, equipment, crew provisions, etc. by means of Pack and Saddle stock and related work in compliance with its terms, specifications, and provisions. This includes furnishing labor, equipment, supervision, transportation, operating supplies, and incidentals. Pack and saddle transportation services include transportation of pen materials, equipment, wolves, and supplemental feed into remote wilderness areas in support of wolf translocations; provide and utilize mules to conduct management actions in remote wilderness areas, such as remote trapping efforts to place radio collars on wolves, and occupancy searches; pack materials for horseback and mule transport for a mesh pen construction; construct mesh pens in accordance to Project guidelines. The work to be performed will be in the states of Arizona and New Mexico. This unique requirement calls for expertise in not only horse and mule packing services, but packing, transporting, trapping and handling wolves. Mr. Smith is an expert in the field of wolf handling and wolf trapping. He also owns appropriately trained hoof stock and is with the wilderness areas. The period of performance will begin on October 1, 2019. The period of performance shall be for one (1) base year through Sept 30, 2020 and two (2) 12-month option years (Oct 1, 2020 to Sept 30, 2021 and Oct 1, 2021 to Sept 30, 2022 subject to the availability of funds. The applicable North American Industrial Classification System Code (NAICS) code for this service is 541990, All Other Professional, Scientific, and Technical Services with a standard of $14.0. This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by August 28, 2019 at 2:00 PM Mountain Time. All responses must be in writing and are to be sent via email to the point of contact specified in this notice. The Government will not be responsible for any cost incurred in preparation of quotations. A determination by the Government not to compete this is based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
