This pre-solicitation notice is being issued in accordance with Federal Acquisition Regulation (FAR) 5.204. This procurement is anticipated in being conducted in accordance with FAR Part 15, Contracting by Negotiation. The United States Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) intends to competitively award a contract for a requirement titled "OHMSETT FACILITY OPERATING SERVICES - INTEGRATED (FOS-I)". The Government anticipates awarding a single award indefinite delivery, indefinite quantity (IDIQ) type contract. There are no set aside restrictions anticipated. The BSEE Acquisition Operations Branch is the contracting office for this procurement and the resultant contract administrator. All potential Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov at the time of submission of an offer. The associated North American Industrial Classification System (NAICS) code for this procurement is 561210-Facilities Support Services. The total ordering period of the contract is anticipated to be around 5 years with a estimated ceiling up to $30,000,000.00. This is a follow on to the IDIQ contract E17PC00014 with the incumbent vendor being Applied Research Associates (listed as contract number INE17PC00014 in fpds.gov records). The sustainment and maintenance task order under that IDIQ is E17PD00117 (listed as contract/task order number INE17PD00117 in fpds.gov records). BACKGROUND/PURPOSE/SCOPE OF WORK Please see the attached DRAFT request for proposal (RFP) for additional details as it relates to the pre-solicitation synopsis of this requirement. Comments regarding the draft request for proposal should be submitted to william.rilee@bsee.gov by February 27, 2023 @ 5PM EST. Comments to the draft RFP may be marked proprietary if they are proprietary in nature, and the Government will try to respond them the best they can but cannot guarantee a response. Reference Solicitation No. 140E0123R0006 on all correspondence to william.rilee@bsee.gov. Telephone inquiries are strongly discouraged and may not be answered. Additional reference materials are posted along with the draft RFP that industry may find helpful, but these documents are not considered to be part of the overall RFP package. UPCOMING SOLICITATION DETAILS: The solicitation number is 140E0123R0006 and the solicitation will be issued as a Request for Proposal (RFP) on SAM.gov estimated to be within the next 30 to 45 days. The official final RFP will not be posted to SAM.gov before the close of this pre-solicitation notice which is set to close on 2/27/2023. This notice was amended on 2/9/2023 to add two additional reference documents and correct a typographical error. The 2 new additional reference document attachments are "Reference - Ohmsett Facility Masterplan of 09 Feb 2023 RELEASABLE (ANSI C)" and "Reference - Ohmsett Life Safety Items by Facility." This notice was amended again on 2/14/2023 to extend the draft RFP comment due date and the pre-solicitation close date to 2/27/2023 at 5PM EST. This notice was amended again on 2/15/2023 was updated to state the IDIQ estimated ceiling may be up to $30,000,000.00. This notice has been amended on 2/16/2023 to provide the following responses to questions submitted to BSEE: Question: What are the best qualifications for the Director/PM of Ohmsett? Response: The Contractor Operations Manager qualifications are specified in Attachment 5, Price Template. To clarify, the best qualified Operations Manager candidates are fully proficient and capable of high performance in the programmatic domains of facility operations including life-cycle, testing and evaluation event conduct, operational risk management, work-breakdown structure, master scheduling, resource allocation across multidisciplinary staff, data item (deliverable) management, and are customer-service centric. Question: What is the delineation of items that are contractor-furnished versus those that are government-furnished or government-provided/contractor-replaced? Response: Government-furnished property and two exceptions are itemized in "Attachment B, Table 2. Property Detail of 31 Jan 2023" also known as the file in the attachments section: B01_-_Att_4_-_3_Attachment_B_Table_2_(Property_Detail_as_of_Jan_2023)_for_Draft_RFP_3.pdf. On-site property not listed in Attachment B, Table 2 is Government-owned property but NOT reportable nor recorded due to dollar-value, however, will remain as Government-furnished. Examples include tools, tool boxes, bulk materials for consumption such as paper, piping, and fittings. Contractor-furnished property (from incumbent vendor) is predominately IT equipment and components relating to internet services (within R-24 server room) and select portable electronic devises (laptops) throughout Facility R-24 and R-26. Should the new Ohmsett Operating Contractor require repair, replacement, or additional property (except server room equipment and components), the Government will initiate procurement through most appropriate means such as a Task Order to the Ohmsett Operating Contractor, Government Purchase Card, GSA Schedule Contracts, or other method. For situational awareness: The incumbent vendor has obtained and maintained a Comcast Internet service and connects to their IT for official use, including "guest WiFi access" at the facility and the recompete winner must do the same or similar on their IT (per SOO). BSEE will reclaim and dispose of the two internet switches on August 31, 2023 (BSEE lends these two internet switches to the incumbent vendor because these are long-lead (months) and high-dollar items ($30,000)). This notice was amended on March 16, 2023, to provide responses to questions and comments submitted on the draft RFP. Please see documents in the attachment section dated March 16, 2023 for information provided in response to industry questions and comments. Please note that the information provided is still considered draft and is only for your planning and informational purposes. In addition, the attachments are not part of the official RFP. The official RFP is under internal review and may change from what is provided in this March 16, 2023 pre-solicitation notice amendment. Please do not submit any questions or comments to the attached draft documentation at this time as they may not be responded to prior to the release of the official RFP. The draft RFP is under review and has been revised from what was previously posted under this notice on March 16, 2023. This notice was amended on April 27, 2023, to provide the following information: It is anticipated that the formal RFP will now be released early next week (5/01/2023 to 05/05/2023) with an estimated proposal due date of around May 31, 2023 (a minimum of 30 days will be provided for response). The draft RFP is being revised in an attempt to reduce the burden on what industry will need to provide in their proposal response (for example removing the need for vendors to draft a PWS response).
