Subject: Synopsis - Notice of Intent to Sole Source The Department of the Interior (DOI)/Interior Business Center, Acquisition Services Directorate (AQD) on behalf of the Executive Office of the President (EOP), Office of National Drug Control Policy (ONDCP) is issuing a notice of intent to sole source an award to ICF Incorporated, L.L.C. (DUNS No. 072648579) located at 9300 Lee Hwy, Fairfax, VA 22031-6050. It is the Government's intent to award a four-year sole source purchase order for evaluation services for the following two Federal grant programs: (1) Drug Free Communities (DFC) Program and (2) Comprehensive Addiction and Recovery Act (CARA) Local Drug Crisis Program. Both Federal grant programs provide funding to community-based coalitions that organize to prevent and reduce youth substance use for alcohol, tobacco, marijuana, prescription drugs; and seeks to prevent opioid, methamphetamine, and/or prescription drug use/misuse among youth ages 12-18 in communities throughout the United States. This will provide ONDCP proper oversight of the effectiveness of the DFC and CARA grant programs to better understand youth substance use trends across America¿s communities. The applicable NAICS code is 541720 - Research and Development in the Social Sciences and Humanities which has a size standard of $22 million. The estimated contract value is $4,961,495.68. The existing OASIS task order is set to expire on May 30, 2021. The current contract holder (ICF Incorporated, L.L.C.) is the only source that can provide the continued unique and sophisticated data analysis / evaluation services. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-l(b)(1)(i). Full and open competition was used to procure the original contract. Under FAR 6.302-l(b)(1)(i). This notice of intent is NOT a request for competitive proposals. However, responses may be submitted to Lydia C. Quintana, Contracting Officer, through Lydia_Quintana@ibc.doi.gov and responses received no later than 15:00 EST, 18 May 2021 shall be considered by the Agency.
