REQUIREMENT: The Bureau of Indian Affairs (BIA), Northwest Regional Safety Office requires DMV record reviews for onboarding new employees and annually in accordance with 25 IAM 4-H, Motor Vehicle Safety Program. See requirements below for full details. ELIGIBILITY: North American Industry Classification System (NAICS): 519290 Web Search Portals and All Other Information Services with a Small Business size standard of 1,000 employees. PRICE IS NOT REQUIRED AT THS TIME. Note: All Businesses working with the BIA MUST be registered in the System for Award Management (SAM) Database and have a positive standing. The purpose of this sources sought is to survey prospective vendors to collect data, comments, and other information pertaining to this industry. Upon review of the responses to this notice, the BIA will determine if a set-aside (in full or in part) or procurement through full and open competition is in their best interest. Indian Small Business Economic Enterprise (ISBEE) and Indian Economic Enterprise (IEE) set-asides take precedence. The BIA is under no obligation to award a contract as a result of this announcement. No funds are available to pay for any information received from potential sources. All information submitted in response to this announcement is strictly voluntary. REQUIREMENT DETAILS: DESCRIPTIONS AND SPECIFICATIONS 1.0 BACKGROUND The Bureau of Indian Affairs (BIA), Northwest Regional Safety Office requires DMV record reviews for onboarding new employees and annually in accordance with 25 IAM 4-H, Motor Vehicle Safety Program dated 10/3/2022 and IAW Laws & Regulations. This is to facilitate the safe operation of a motor vehicles while in the performance of the employee’s duties, and ensure staff cooperate with existing policies and procedures. 2.0 SCOPE The selected Contractor will provide training, updates, and access to full DMV Driver reports for all 50 states and/or territories which show at a minimum four years of driving history. The report documents shall be provided immediately upon request in the motor vehicle program for the Bureau of Indian Affairs (BIA) staff. 3.0 PERIOD OF PERFORMANCE This will be a Base plus four option years. 4.0 PLACE OF PERFORMANCE Northwest Regional Safety Office 911 NE 11th Ave Portland, OR 97232 5.0 PERSONNEL REQUIREMENT The Contractor shall provide all personnel, equipment, tools, materials and supervision necessary to perform required services under this contract and comply with all local, state and federal regulations during the performance of services. 6.0 GOVERNMENT FURNISHED INFORMATION a. Staff to access portal, and notifications for pending change in authorized users. b. Payment for services agreed upon. c. Users to agree to terms of use for any system or database to check/verify/ or access reports on a motor vehicle operator. d. Written notification of any errors in DMV Driver reports to contractor to allow them to analyze if system is at fault or other errors. e. Written notification of change in authorized users. f. Providing timely feedback on performance of contractor and services provided. 7.0 REQUIREMENTS a. Supplying access to a WebMVR system for checking any state license within the 50 states and recognized territories instantly. WebMVR platform (DMV Driver reports). b. Provide account setup with no more than a one-time fee. c. State minimum monthly service fee for access to WebMVR System. d. Allowance of up to over 200 MVR DMV checks per year. e. Supplying labor to accomplish tasks as a liaison for BIA inquiries. f. Training to new BIA staff when authorized users change. g. License Validation System will confirm the initial driver’s information input to locate if everything matches with what is on file at the state level. h. MVR System will make every attempt to catch any mistyped information, possible name mismatches, and confirm with what is on file with the DMV. i. Provide a normalized report that is easy to comprehend for all 50 states. j. Provide License Validation Checks. k. Full DMV Driver reports match the states for which they were pulled. Reports must match state data for egregious offenses such as DUI, hit and run, reckless driving, etc. and with multiple offenses. If reports lead to a hiring or continued employment of an individual that would have been denied hiring or brought to administrative separation due to BIA driving requirements based on accuracy of the contractor’s report, the contractor will agree to help cover any costs related to damage, death, or attorney fees the BIA acquires from the use of reports. l. Written notification within 48 hours of any major system changes that could affect pricing, access, or reporting. m. Itemized billing, monthly – based on reports requested. Contractor may use email to send billing for verification of BIA expenditures related to DMV Driver reports requested for the month.
