THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTES, NOT A REQUEST FOR PROPOSALS OR AN INVITATION FOR BID. THIS NOTICE DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY BUREAU OF INDIAN AFFAIRS (BIA). This Sources Sought is a market research tool being utilized to identify all Indian owned Small Business Economic Enterprises (ISBEE), Indian owned Economic Enterprises (IEE), Small Businesses and Large Businesses capable of providing these services in Alaska Region. The Bureau of Indian Affairs (BIA), Alaska Regional Office (ARO), Division of Environmental and Cultural Resources Management (DECRM) is seeking sources willing to travel to the Alaska region to provide National Environmental Policy Act (NEPA) training for BIA and tribal personnel. The source will provide training at four different locations within the Alaska Region (Anchorage, Fairbanks, Juneau and Bethel), with a maximum of (30) attendees at each location. Sources shall be capable of furnishing the necessary personnel, material, equipment, services and facilities to perform the work and successfully complete the following project objectives such as: understanding the NEPA process, conducting effective NEPA planning and impact analyses using interdisciplinary approach, Council on Environmental Quality (CEQ) regulations, BIA agency procedures, court decisions and precedents relevant to the Alaska Regions projects and/or program decision making; as well as all training materials and transportation necessary to conduct the classes. Training Dates and Travel will be dependent on weather conditions and all four trainings shall be provided within six months from the contract award. The North American Industry Classification System (NAICS) Code for this requirement is 541990, All Other Professional, Scientific and Technical Services, with a small business size of $19.5M. Product and Service Code (PSC): U008, Education/Training - Training/Curriculum Development. SUBMISSION REQUIREMENTS: Respondents shall include the following information in response to this Sources Sought: 1) Name of Prime Contractor (include name of subcontractors, if applicable, and include the percentage and type of work that each will perform on this project) 2) Company Address 3) Unique Entity Identifier (UEI) Number from www.sam.gov. 4) Socioeconomic Category (Indian-Owned, Woman-Owned, 8(a), HUBZone, Service-Disabled Veteran, etc) 5) Name, telephone number, and e-mail address of a company point of contact that has the authority and knowledge of clarifying the response with a government representative. 6) Capabilities and experience that describes related NEPA training experience recent and relevant for Prime and Subcontractors as applicable. 7) Experience with tribes and/or tribal organizations. 8) Provide if Commercial Off-the-Shelf product is available. If not, provide estimated timeframe required to develop training requirements. The Government reserves the right to schedule select follow-up capabilities briefings with firms who respond. Note: All Businesses working with the BIA MUST have an active registration in the System for Award Management (SAM) Database at www.sam.gov. The purpose of this market research is to survey prospective vendors to collect data, comments, and other information pertaining to this industry. Upon review of the responses to this sources sought notice, BIA will determine the procurement method in its best interest. Indian owned businesses are encouraged to respond as a prime or subcontractor. BIA is under no obligation to award a contract as a result of this notice. No funds are available to pay for any information received from potential sources. All information submitted in response to this announcement is strictly voluntary. Only electronic mail will be acceptable for vendors submissions. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted.
