Prince William Forest Park RV Campground Services Concession Business Opportunity to provide RV Campground Services at Prince William Forest Park RV Campground, located at 16058 Dumfries Rd, Dumfries, VA 22025. The National Park Service (NPS) is providing notice of the release of a prospectus to solicit proposals for the award of one (1) Concessions Contract to provide year-round RV Campground Services within Prince William Forest Park RV Campground. The RV Campground is Virginia’s closest RV campground to Washington DC, conveniently located within an easy driving distance to many local attractions and historically significant sites throughout the greater National Capital Region. The 10-year concessions contract (No. CC-PRWI001-25B) will require the concessioner to provide RV Campground Services including asphalt-paved pull-through campsites with full hookups, retail sales, propane sales, firewood sales, and laundry services. The RV Campground boasts a variety of visitor amenities including a propane filling station, dump station, comfort station with showers, swimming pool, coin-operated laundry facility, playground, and an office/retail camp store. Concessions operator amenities include two (2) RV sites that can be used for concessions employees (or additional visitor sites), a mobile home that can be used as employee housing, and multiple storage facilities onsite. The effective date of this Concessions Contract is expected to be October 1, 2025. Prince William Forest Park is a diverse natural and cultural area located near Washington, D.C. The Park is 14,600 acres of secondary growth forest. A variety of recreational opportunities are available within the Park including wildlife viewing, 37 miles of hiking trails, and 21 miles of bicycle accessible roads and trails. Additional information regarding Prince William Forest Park can be found on the National Park Service website at www.nps.gov/prwi. On October 9, 2024, the NPS issued Solicitation No. CC-PRWI001-25. On March 17, 2025, the NPS announced Solicitation No. CC-PRWI001-25 was cancelled to comply with new Executive Orders. Below is a list of the substantive changes from cancelled Solicitation No. CC-PRWI001-25 to this Solicitation No. CC-PRWI001-25B: (1) a revised Secondary Selection Factor 1 that is consistent with Executive Order (EO) 14148 of January 20, 2025, and EO 14154 of January 20, 2025; (2) an updated Draft Contract, Exhibit C: Nondiscrimination, that is consistent with EO 14173 of January 21, 2025, and EO 14236 of March 14, 2025; (3) changes to the Proposal Instructions to require only electronic proposals, include a notice regarding the release of concession contracts under FOIA, and eliminate references to questions; (4) changes to the Inside Cover to require only electronic proposals and eliminate the dates for questions due and a site visit; (5) changes to Draft Contract Exhibit I: Insurance Requirements, to reflect the NPS updated policy regarding deductibles and self-insured retentions; (6) changes to Draft Contract Exhibit B: Operating Plan, to reflect the NPS updated policy on exculpatory agreements and to implement EO 14208 of February 10, 2025; (7) changes to Draft Contract Exhibit H: Maintenance Plan, to implement EO 14208 of February 10, 2025; and (8) alterations to the Business Opportunity to reflect the changes described above. Offeror’s Site Visit A site visit was conducted on October 29, 2024, in connection with cancelled Solicitation No. CC-PRWI001-25. The NPS will not host an additional site visit as part Solicitation No. CC-PRWI001-25B. Questions The NPS will not be accepting questions for Solicitation No. CC-PRWI001-25B. Responses to relevant questions submitted under the cancelled Solicitation No. CC-PRWI001-25 have been provided in Appendix D. Submitting Your Electronic Proposal Proposals must be received by the NPS no later than 4:00 p.m. ET on May 26, 2025 in the format outlined in the Proposal Instructions, to be evaluated for award of the new concession contract. If you plan to submit a proposal in response to this solicitation, you must notify Concessions Management Specialist Jason Freeze via email - jason_freeze@nps.gov at least one week prior to proposal due date. Your email notification must include the name of the Offeror as it will be provided in the Offeror’s Transmittal Letter or the name of the individual or entity who will sign the proposal on behalf of the Offeror. Within three business days of your email notification, you will receive a welcome email message from the NPS Microsoft Teams platform at the email address you provide. You must accept the invitation before you can access the Teams site to upload your proposal. The NPS will not accept proposals submitted in hardcopy or via another electronic platform, including email.
