Amendment 1 will be available at https://www.nps.gov/subjects/concessions/prospectuses.htm. _____________________ The National Park Service ("NPS") issues a Prospectus soliciting proposals for the award of one (1) Concession Contract for a concession business opportunity to provide Bicycle Rental, Guided Bicycle Tours, Food and Beverage, and Other Services at the South Rim of Grand Canyon National Park (“Park”) on October 25, 2023. The prospectus describes the business opportunity and the terms and conditions of Concession Contract No. CC-GRCA034-25 (“Draft Contract”). General information about this business opportunity and the Draft Contract are provided below. Concession Opportunity CC-GRCA034-25 The Draft Contract requires the concessioner to provide the following visitor services: Bicycle Rental Guided Bicycle Tours Food and Beverage Shuttle Service for Clients Limited Retail Mobility Aid Rental The Draft Contract will authorize the concessioner to provide the following visitor services: Bicycle Repair Site Visit The NPS will host a site visit for entities interested in bidding on the opportunity on November 7, 2023, after releasing this solicitation. The site visit provides interested entities an overview of the concession operation and a tour of the Concession Facilities (land and real property improvements assigned to the concessioner under the Draft Contract). Registration is required to attend the site visit. To register, contact Laurie Dyer, Grand Canyon National Park Supervisory Concessions Management Specialist, at Laurie_Dyer@nps.gov no later than 4:00 pm Mountain Standard Time on November 2, 2023. Questions Due If you do not understand something in this Prospectus, you must submit your questions or comments to Jennifer Parker, Commercial Services Program Lead, via email at Jennifer_Parker@nps.gov no later than 4:00 p.m. Mountain Time on November 15, 2023. The questions must be in a format that allows the NPS to copy them to Microsoft Word. Notice of Intent to Propose If you plan to submit a proposal in response to this solicitation, you must notify Jennifer Parker, Commercial Services Program Lead, via email at Jennifer_Parker@nps.gov no later than 4:00 p.m. Mountain Time on January 9, 2024. The NPS will not accept proposals from entities that do not provide notice on or before that date. Submission of an electronic proposal Prior to the electronic submission deadline of no later than 4:00 p.m. Mountain Time on March 5, 2024, you will receive a welcome email message from the NPS’s Microsoft Teams platform at the email address you provided when you notified the Service of your intent to submit a proposal. You must accept the invitation before you can access the Teams site to upload your proposal. The NPS will not accept proposals submitted in hardcopy or via another electronic platform, including email. Hardcopy of Offeror’s transmittal letter Following the submission of a proposal, all offerors must send a hard copy of the offeror’s transmittal letter as stated within the prospectus. The hardcopy of the offeror’s transmittal letter must be received by the submission deadline of no later than 4:00 p.m. Mountain Time on March 12, 2024. The National Park Service (“NPS”) anticipates releasing a prospectus for a concession business opportunity to provide Bicycle Rental, Guided Bicycle Tours, Food and Beverage, and Other Services at the South Rim of Grand Canyon National Park (“Park”) in the fourth quarter of calendar year 2023. The prospectus will describe the business opportunity and the terms and conditions of Concession Contract No. CC-GRCA034-25 (“Draft Contract”). General information about this business opportunity and the Draft Contract are provided below. The NPS will host a site visit for entities interested in bidding on the opportunity on November 7, 2023, after the release of the solicitation. The site visit provides interested entities an overview of the concession operation and a tour of the Concession Facilities (land and real property improvements assigned to the concessioner under the Draft Contract). Site Visit Registration Registration is required to attend the site visit. You must provide your name, contact information, the name of the entity interested in submitting a proposal that you represent, the primary contact for the entity, and the number of people in your party. Due to space constraints, the NPS limits the number of site visit attendees to a total of four (4) people per interested entity. All individuals attending the site visit must disclose to the NPS the names of the interested entities engaging their services. Site visit participants are responsible for paying the Park entrance fee, as applicable, and obtaining their lodging, meals, and transportation to the respective facilities. Participants are encouraged to obtain lodging as soon as possible, as lodging in the Park and the surrounding area is limited. Attendance at the site visit is encouraged, but not required, to submit a proposal. The NPS will not answer questions about this prospectus or business opportunity during registration or the site visit. Interested entities must submit questions in writing after the release of the prospectus to the contact person and by the deadline that will be provided in the prospectus. Interested entities are asked not to interfere with concessioner operations during the site visit and not to film, record or photograph concessioner employees or concessioner back-of-the-house operations. Concession Opportunity CC-GRCA034-25 The Draft Contract will require the concessioner to provide the following visitor services: Bicycle Rental Guided Bicycle Tours Food and Beverage Shuttle Service for Clients Limited Retail Mobility Aid Rental The Draft Contract will authorize the concessioner to provide the following visitor services: Bicycle Repair The Business Opportunity will describe estimated investment requirements. Additional Requirements of the Draft Contract The Draft Contract will require the Concessioner to pay a monthly franchise fee to the NPS. For the purpose of providing the required services, the NPS will assign the Concessioner, via the Draft Contract, the Concession Facilities. The Existing Concessioner does not have any Leasehold Surrender Interest (LSI) under the Existing Contract, and the Draft Contract will not allow any LSI to be incurred.
