The National Park Service (“NPS” or “Service”) intends to award up to three (3) concession contracts, with each concessioner only allowed one contract, at Glacier Bay National Park and Preserve (“Park... The National Park Service (“NPS” or “Service”) intends to award up to three (3) concession contracts, with each concessioner only allowed one contract, at Glacier Bay National Park and Preserve (“Park”) to provide guided overnight kayaking tours and related services. Beginning in January 1, 2020, the Park will no longer be issuing Commercial Use Authorizations (CUA) for guided kayaking services; these services will be fully and solely authorized through concession contracts awarded through this solicitation. The prospectus describes in general terms the existing business operations and the future business opportunity for the services required by the NPS. Offerors must review all sections of the prospectus and specifically, the terms and conditions of the Draft Concession Contract, CC-GLBA0ON-20 (”Draft Contract”), including its exhibits, to determine the full scope of a future concessioner’s responsibilities under the Draft Contract. The contracts will annually authorize up to 24 multi-day kayak trips in Glacier Bay (as defined by the Prospectus) between June 1st and September 10th. Trips outside of this time-frame and/or outside of Glacier Bay are not subject to an allocation limit. The maximum number of multi-day trips in Glacier Bay authorized under each contract will be as follows. Trip Allocation by Contract CC-GLBA009-20: 8 CC-GLBA048-20: 11 CC-GLBA059-20: 5 In order to provide a range of commercial visitor services, the Service will only award one (1) contract per business entity. However, an Offeror may apply for one (1), two (2) or three (3) of the available contracts. A single proposal may be used to apply for multiple contracts. The contracts awarded under the prospectus are not exclusive opportunities to provide guided kayak services in Glacier Bay National Park and Preserve. In addition to the kayaking opportunities awarded under the prospectus, the Service also authorizes guided day kayaking in Glacier Bay National Park and Preserve waters. Guided day kayaking services will be authorized under a separate concession contract awarded through a separate prospectus. Charter and Tour Vessel concessioners are also authorized to provide guided day trips with hand propelled watercraft, and are authorized under separate concession contracts. The Service is conducting this solicitation in accordance with the National Park Service Concessions Management Improvement Act of 1998 (P.L. 105-391), as implemented by regulations in 36 C.F.R. Part 51.
