This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. The United States Department of the Interior (DOI), Bureau of Indian Affairs (BIA), Pacific Region Office (PRO), Sacramento, CA, intends to award a Sole Source contract to INETMINDS Inc. to perform Voice Over Internet Protocol (VOIP) phone system and maintenance service. The performance period is expected to be for (12)-Months w (4) option year periods. The associated North America Industry Classification System (NAICS) is 811213 and the Business Size Standard is $11M. Authority cited: Federal Acquisition Regulation (FAR) 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Any Indian Small Business Economic Enterprise (ISBEE) OR other Small Business parties interested in performing this service are requested to provide a brief capabilities statement and letter of interest. As part of your capability statement please include: company name, point of contact name, number, and email, along with an indication of active System for Award Management (SAM) registration, including DUNS number. This is not a solicitation announcement and is not to be construed as a commitment by the Government for any purpose other than market research and publication of the Government's Intent to Award. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. Indian Small Business Economic Enterprises (ISBEE) are defined, in part, as any business entity that is at least fifty one percent owned by one or more American Indian or Alaska Native individuals. The Buy Indian Act can be located at 25 U.S.C. 47. This notice is for informational purposes only and is not a request for quotation. No solicitation document is available and mail, telephone or fax requests will not be honored; only email. All responses by the due date will be considered by the Government. However, no contract will be awarded on the basis of offers received in response to this notice. Interested parties may identify their interest and capability to respond to the requirement no later than 5:00 PM Pacific Standard Time, 2/25/19. Any response to this notice must show clear and convincing evidence that ISBEE Set-Aside and/or Small Business Set-Aside Competition would be advantageous to the Government. Information received will be considered for the purpose of determining whether the government will conduct a competitive procurement with set-aside strictly for ISBEEs or Small businesses. A determination by the Government not to compete or set-aside this proposed contract based upon responses to this notice is solely within the discretion of the Government.
