The Bureau of Reclamation intends to award a firm-fixed-price purchase order to TDS/Happy Valley Telephone Company for Facilities Access Service for a T1 Data Circuit (Circuit ID: 32PMNJ290800-000-PT). The circuit provides dedicated data communication between Trinity Dam and Keswick Dam, supporting the real-time operation of the Supervisory Control and Data Acquisition (SCADA) system. TDS/Happy Valley has continuously provided this circuit since 2001 and is the only Local Exchange Carrier (LEC) authorized to service the area. The service is regulated by tariffs and overseen by the California Public Utilities Commission (CPUC). Due to these regulatory constraints and the proprietary infrastructure involved, this procurement is being processed as a sole source acquisition under FAR 13.106-1(b)(1)(i). The period of performance includes one base year and four 12-month option years. This requirement is not open to competition, and no quotations will be accepted.
