This Justification and Approval (J&A) is for a sole source award made under the authority of FAR 6.302-1 and FAR 13.501(a), ¿Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.¿ The Bureau of Reclamation awarded a firm-fixed-price purchase order to FMC Technologies, Inc. (a subsidiary of TechnipFMC) for UCOS Subscription Services. These services support the proprietary UCOS software platform used in the Distributed Control Systems (DCS) at the Yuma Desalting Plant (YDP) and Water Quality Improvement Center (WQIC). The UCOS system is proprietary to TechnipFMC, and all licensing, updates, and technical support must be procured through FMC Technologies, Inc. No authorized resellers or third-party vendors exist. This notice is published in accordance with FAR 6.305.

The Bureau of Reclamation intends to award a firm-fixed-price purchase order to TechnipFMC for User Configuration Open System (UCOS) Subscription Services. This procurement includes technical support and software updates for the Yuma Desalting Plant (YDP) and the Water Quality Improvement Center (WQIC) Distributed Control System (DCS). The contract period consists of one base year starting October 1, 2025, followed by four option years. This is a sole source procurement under FAR 13.501(a), and funding for this procurement is subject to availability. Please note that we will not be accepting competitive submissions (such as quotes) for this procurement.
