THIS IS A PRESOLICITATION NOTICE ONLY The Bureau of Reclamation, Concrete and Structural Laboratory located in Denver, Colorado has a requirement for the purchase of one (1) hydraulically operated, servo-controlled 1,000 kN (225,000 ibf) dual test space universal testing machine for laboratory testing and research of various materials. Reclamation needs this equipment to provide accurate, reliable and certifiable test data for concrete cylinders, concrete core samples, reinforcing steel, steel plate, and other materials tested in compression and tension. Reclamation requires one (1) tabletop model, dual column 50 kN (11,250 ibf) universal testing machine with pneumatic tensile grips and a puncture fixture for research and laboratory testing of various geosynthetic and coatings materials. Reclamation needs this equipment to provide accurate, reliable, and certifiable test data for geomembranes, geotextiles, recomposites, paint coatings and other materials tested in tensile, puncture, peel, tear and compressions. This Pre-solicitation Notice is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This Pre-solicitation Notice does not commit the Government to contract for any supply or service whatsoever. The Bureau of Reclamation is not seeking quotes at this time and will not accept unsolicited quotes. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Pre-solicitation Notice. All costs associated with responding to this Pre-solicitation Notice will be solely at the responding party's expense. Responses to the Pre-solicitation Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Pre-solicitation Notice does not preclude participation in any future RFQ, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to continue to monitor the Beta Sam Opportunities (www.betasam.gov) site. The Bureau of Reclamation, Service Office, Denver, Colorado plans to award a Firm Fixed Price purchase order with a delivery, installation, calibration and training to be completed within 18 months of an award. This Pre-solicitation Notice seeks to provide information to interested parties about potential opportunity to provide equipment they have available to the government as commercial items. This office plans to post a solicitation on or about July 27, 2023.
