This is a solicitation to Airborne Snow Observatories, Inc. (ASO) to provide aerial snow surveys in the Wind River Range in Wyoming using a National Aeronautics and Space Administration (NASA) methodology to which ASO has an exclusive licensing agreement. The Government believes that only one responsible source can provide this requirement. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one source and no other supplies or services will satisfy agency requirements.
