THIS IS NOT A SOLICITATION FOR PROPOSALS THIS IS A SYNOPSIS OF AN UPCOMING SOLICITATION This is synopsis of a proposed contract action under FAR Subpart 5.2. This is not a request for quotes, proposals, or bids; no contract will be awarded from this notice. No solicitation is currently available. The Bureau of Reclamation, Acquisition Operations Branch intends to solicit proposals for technical and professional construction support services including, but not limited to: construction inspection, geotechnical sampling/testing, and specialized construction industry subject matter experts. Services are required for all Reclamation regions throughout all 17 western states. The resulting contract will be a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The anticipated period of performance of the IDIQ base contract is five (5) years. Pursuant to Part 12 and Part 15 of the Federal Acquisition Regulations (FAR), Reclamation intends to issue a Request for Proposal (RFP) in January 2021. Proposals will be due 30 days after issuance of the RFP. The solicitation will be set-aside for small business using the North American Industry Classification System (NAICS) code 541330, Engineering Services; the Small Business Size Standard is $16.5 million. Reclamation anticipates award(s) no later than June 2021. Proposals will be accepted electronically or hard copy. Vendors can submit their proposal via email to the Contract Specialist at asomerville@usbr.gov or send hard copy to: Bureau of Reclamation, Attn: Acquisition Office, 1150 N. Curtis Road, Boise, Idaho 83706. Vendors are encouraged to email the Contract Specialist at asomerville@usbr.gov if they intend to send a hard copy proposal. Proposals will not be accepted via fax. Any contractor interested in doing business with the Federal Government must be registered and active in the System for Award Management (SAM) database prior to submission of offer. Currently, SAM is located at beta.sam.gov. SAM is a Federal Government owned and operated FREE website located at www.SAM.gov. All invoices for this procurement must be submitted through the Department of Treasury¿s Invoice Processing Platform System (IPP).
