This combined synopsis/solicitation for commercial services is prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 effective 01/17/2025. This announcement constitutes the only solicitation to be issued; quotations are being requested and a written solicitation using the Standard Form 1449 will not be issued. The performance required under this Purchase Order is to remove garbage and recycling from the Eastern Colorado Area Office (ECAO), warehouse and Flatiron (FI) Powerplant as specified within the Performance Work Statement (PWS). This requirement also includes the contractor providing dumpsters for the completion of the service. Locations of Service: 1) ECAO and FI, 11056 W. SOURCES SOUGHT SYNOPSIS FOR FI and ECAO Trash / Recycle Services The Bureau of Reclamation, Eastern Colorado Area Office (ECAO), is seeking sources to support the completion of a trash and recycling services for the Flatiron Powerplant (FI), ECAO Area Office and Warehouse located in Loveland, CO. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTE, OR AN INVITATION FOR BIDS and does not constitute any commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this notice. All interested sources must respond to future solicitation announcements separately from responses to the sources sought notice. The information obtained may be used for the future solicitation. BACKGROUND: The performance requirements for this acquisition requires the removal of garbage and recycle from the Area Office, Warehouse and Powerplant. PERIOD OF PERFORMANCE: The Government anticipates the term of the purchase order shall take place from October 1, 2025 through September 30, 2026, plus four 1-year option periods. Reclamation will exercise such option periods at the Government’s discretion. NORMAL PERFORMANCE HOURS: Garbage and recycle removal services are to be performed once per week between the hours of 8:30 a.m. and 3:00 p.m., Monday through Thursday, holidays excluded. The North American Industry Classification System (NAICS) for this project is 562111, Small Business Standard Size $47.0M. All interested parties should verify that they fall under the NAICS code as a Small Business prior to submission. Responses to this notice will be used by the Government to make the appropriate acquisition decision. Contractors must be registered in the System for Award Management (SAM.gov). The government will evaluate market information to ascertain potential market capacity. Based on the responses to this Sources Sought Notice/Market Research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submission. SUBMISSION INSTRUCTIONS: All interested and qualified firms responding to this Sources Sought Notice are required to provide the following information: 1.
