Refurbishment shall include exterior coatings and replacement hardware where required. All gaskets shall be replaced with new material matching as-found dimensions. The air housing cooler was originally manufactured by the Griscom-Russell Company. The single cooler weighs approximately 2,200 lb. Included is Noan original manufacturer inspection report containing the cooler information available. The single spare cooler shall be refurbished per the following requirements: The cooler must first be disassembled. Since frames, tube sheets, support plates, water boxes, and covers are to be re-used, these components must be blasted to near white (SSPC SP-10) and inspected for cracks or wear by the contractor. Replacement finned-tubes must be 1.00" outside diameter, 0.049" wall thickness, 90-10 CuNi adhering to ASME SB-111 / ASTM B-111, approximately 110.0625¿ overall length. Fins: no less than 7 fins-per-inch, 1.75" outside diameter. Original manufacturer data specifies a total of 50 tubes per cooler. The cooler must be reassembled with the new tubes. Tubes shall be secured by suitable grommets in areas where tubes pass through support plates. Tubes shall be attached to tube sheets in such a manner to be free from leaks. End plates and manifolds are fabricated from bronze and will not require interior coatings. Exterior components that were previously blasted must be coated with Sherwin Williams Dura-Plate 235 or equivalent to prevent corrosion. The contractor shall make a reasonable effort to color-match replacement coatings to existing exterior coatings. Delivery Air housing cooler transportation to and from Alcova Powerplant will be the responsibility of the contractor. Plant staff will be available to load and off-load the cooler from an open trailer or truck bed with an overhead crane. If the vendor desires to transport the coolers in an enclosed trailer or van, the contractor will then be responsible for loading and off-loading. Pickup and delivery must be between the hours of 7:30 AM and 4:00 PM scheduled two weeks in advance. Alcova Powerplant is located approximately 30 miles southwest of Casper, Wyoming on State Highway 220 in Alcova, WY. Please include freight costs as a proposal/bid line item separate from cooler retubing and refurbishment services. Testing and Acceptance The government will pressure test the air housing cooler following delivery to Alcova Powerplant at a pressure of 75 psi for two hours to confirm that the refurbished cooler is free from leaks. If any leaks are found, repairs will be made at the expense of the contractor. The contractor shall be responsible for making arrangements to observe pressure testing at least two weeks prior to delivery. Period of Performance The single air housing cooler will be available for pickup and transport to a contractor facility beginning on April 3, 2023.
