This Special Notice is a Notice of Award to Omicron Electronics Corp., USA, for a Relay Test Set for the Canyon Ferry Dam. The Bureau of Reclamation has determined not to compete this contract, pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source. The relay test set equipment manufactured by Omicron meets the requirements utilized for all mandatory (regulatory and compliance) instrument transformers and relay settings tests at Canyon Ferry Dam and no other brand satisfies the CF powerplant testing needs as no other source has a product with sufficient power input and no other product is compatible with the existing ENOSERVE and OMICRON¿S TEST UNIVERSE software. The acquisition of another brand would be unacceptable and cost prohibitive. Market research showed that no other sources could perform the specific functions required by the Bureau of Reclamation for the testing. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. This procurement was conducted using Simplified Acquisition Procedures with only one source reasonably available to the reasons stated above.
