This Special Notice is a Notice of a Sole Source Award to the Holy Cross Electric Association, Inc. for power line maintenance and outage restoration for the Eastern Colorado Area Office, Mt. Elbert Power Plant for a base year and four option years. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. The Bureau of Reclamation has determined not to compete this contract, pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source and (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Holy Cross owns and maintains 2 tracts of powerlines totaling approximately 15 miles. These powerlines are very remote, located near Meredith, Colorado, with Reclamation being the only customer. A disruption in power would not allow timely control of the diversion gates and could cause extensive equipment damage and risk personnel safety. Additionally, it would greatly increase the risk of a forest fire should any of the trees make contact with the lines or sparks resulting from lack of maintenance. This procurement was conducted using Simplified Acquisition Procedures with only one source reasonably available.
