Amendment No. 0002 was issued on April 11, 2019 The work consists of road maintenance at Canyon Ferry Reservoir and has approximately 20 miles of road around Canyon Ferry Reservoir and the Helena Valley Regulating Reservoir. The Contractor shall furnish all necessary labor, materials, equipment, and supervision to maintain roads. No claim shall be made against the Government for any excess or deficiency therein. A. Watering, scarifying and blading approximately 20 miles of Canyon Ferry Reservoir and Helena Valley Regulating Reservoir roads. Three roads may include the application of magnesium chloride. The roads and parking areas designated for maintenance in this contract are listed in Table 01 11 00A and shown in Appendix A. General location maps titled "Canyon Ferry Reservoir, Location Map- Figure A" and "Figure B- General Location Map- Canyon Ferry and Helena Valley Regulating Reservoir" show the general location of each road/parking area. Figures 1 thru 35 show detailed location, with the figure number corresponding to the Road Figure ID in Table 0 1 1 i 00A. B. Supply the proper equipment (including pre-watering) to apply a solution of 0.5 (in two, 0.25 passes) gallons per square yard of magnesium chloride to 3 roads designated in Table 01 11 00A and shown in Appendix A. Staging areas for equipment will be determined by the COR. C. Onsite work is to commence three weeks once Task orders have been determined or as determined in each Task Order. In the event of severe or wet weather, the Contracting Officer and/or COR will have authority to suspend work until such time that, in their opinion work may resume, in order to minimize damage or rutting of the travel routes. D. Contractor will be responsible to repair or restore any damage caused by their work to the surrounding property to the satisfaction of the Contracting Officer and/or COR. Contractor's work that causes damage to adjacent roads will be the responsibility of the Contractor to repair or restore any damage. Once issued, the solicitation (including SOW and drawings) will be posted at www.fbo.gov and www.fedconnect.net (from the fedconnect site, click on Public Opportunities Only, search by reference number, then enter 140R6019R0006. All responsible contractors may submit a bid which shall be considered by the Bureau of Reclamation. The estimated price range is $25K - 100K. The North American Industrial Classification Code 237310. The small business size standard is $36.5 Million. This acquisition will be issued as a Total Small Business Set Aside. Effective July 29, 2012, any contractor interested in doing business with the Federal Government must register in the System For Award Management (SAM) database prior to award of a contract. SAM is a Federal Government owned and operated free website that consolidates the Central Contractor Registration (CCR), Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS). The vendor's Duns and Bradstreet number and banking information are required for registration. Contractors may obtain information on registration and annual confirmation requirements at the SAM website at www.SAM.GOV or by calling 1-866-606-8220. Payment requests for the anticipated contract must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform (IPP) system. The IPP website is https://www.ipp.gov. The contractor must use the IPP website to register access and use IPP for submitting requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP production helpdesk via e-mail ippgroup@bos.frb.org or phone (866) 973-3131. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its proposal or bid.
