The Bureau of Reclamation’s Upper Colorado Basin Region intends to issue a competitive solicitation, set aside for small businesses under FAR Part 14, for construction of the Navajo Gallup Water Supply Project Cutter Lateral Reach 21 Booster Plant in San Juan County, New Mexico, approximately 26 miles south of Bloomfield off County Road 7575 near U.S. Highway 550 at the base of Huerfano Mesa. Work includes a pre-engineered concrete booster pump station and foundation, secondary regulation tank installation, erosion/scour restoration with retaining wall and regrading, gravel surfacing, electrical, SCADA, and radio communications. The estimated magnitude is between $10,000,000 and $25,000,000, and the contract will require a bid guarantee of at least 20% plus payment and performance bonds for 100%. A free electronic solicitation is expected to be available on SAM.gov around November 2, 2026, and the Government intends to hold a site visit for highly interested vendors around November 12, 2026. A draft solicitation is attached for comments, and offerors must be registered in SAM to be considered.
