This is a sole source procurement and is intended to be awarded to the State of Colorado, Division of Water Resources. This requirement is for a 5-year service to collect hydrologic data from the waterways, pumping plants, and measuring structures within the Closed Basin Division Project area. The data collected is the water count evidence used to prove the amount of water the Closed Basin Division Project must provide under the Rio Grande compact. The State of Colorado, acting through the Colorado Division of Water Resources, is the only entity or agency that has the authority to operate any Compact gage, including the Closed Basin Canal gage. A third party is incapable of fulfilling this requirement.
