Pre-Solicitation Synopsis for AAO Security Guard Services PURPOSE: The U.S. Bureau of Reclamation (BOR), Upper Colorado Region, Albuquerque Area Office (AAO) intends to issue a Solicitation for Security Guard Services for the AAO facility located at 555 Broadway Blvd., NE, Suite 100, Albuquerque, New Mexico 87102. Anticipated period of performance is for five years and will be from the date of award for one base year plus four option years. SOLICITATION RELEASE DATE: The release date for the formal solicitation number 140R4020R0004 is anticipated for late January 2020. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the beta.SAM.gov website. It is, and will continue to be, all potential offeror's responsibility to monitor the beta.SAM.gov website for any amendments, updates, responses to questions and answers. All responsible sources may submit a proposal which shall be considered by the agency. PROJECT DESCRIPTION: This procurement will be solicitated as a total small business set-aside. The North American Industry Classification System (NAICS) code for this requirement is 561612 ¿ Security Guards and Patrol Services. The small business size standard is $22 million. The Product Service Code (PSC) is R430, Support-Professional: Physical Security and Badging. The principle objective of this requirement is to provide Security Guard Services for the facility during operational hours. These services include but are not limited to patrols around the perimeter of the building, monitoring the parking lots (East and West sides), and aiding the public when entering the facility. The tasks include the following: ¿ Guard shall maintain an alert posture at all times and be ready to respond to security or safety issues immediately. ¿ From 7:00 a.m. to 8:00 a.m. and from 4:30 p.m. to 6:00 p.m. the security guard shall patrol the west (employee) parking lot. The security guard will ensure only authorized personnel gain entry through the personnel and vehicle gates. ¿ From 8:00 a.m. to 4:30 p.m., the security guard will be primarily stationed in the first floor public lobby outside the main entrance to the AAO area. (Note: The AAO occupies the first floor of the building and the Social Security Administration (SSA) occupies the second floor of the building.) ¿ From 7:00 a.m. to 6:00 p.m. the security guard shall patrol the perimeter by walking the facility grounds a minimum of three (3) times per day at random intervals. These patrols shall ensure secure conditions and shall be unpredictable. o Report any unauthorized access, suspicious items, and/or security concerns or threats to the Contracting Officer (CO), Contracting Officer Representative (COR), or Onsite Government Representative (OGR) AAO Management), and AAO front office personnel. o If the security guard witnesses any unusual activities, security concerns, apparent vandalism, and/or damage to the facility, these shall be reported to the CO, COR, or (OGR) (AAO Management), and AAO front office personnel. ¿ The security guard suspects criminal activity is in progress, they must call the Albuquerque Police Department (911) immediately and then notify the CO, COR, or OGR (AAO Management), and AAO front office personnel. ¿ The security guard is witnessing an event or a minor disturbance, they will control and diffuse the situation without sacrificing safety. If the situation cannot be controlled, the guard will immediately call for law enforcement assistance and report to the CO, COR, or OGR (AAO Management). ¿ If unauthorized person(s) are causing a disturbance, whether on or off facility grounds, the security guard will ask the person to leave the area. Should the person refuse, the guard will keep the person under observation, and advise/notify the COR to determine if law enforcement should be contacted, if the COR is unavailable contact the CO, CS, or AAO Management for assistance. ¿ In the event of a potential act of violence, the security guard will clear the area of all personnel and request law enforcement assistance. The security guard will use physical restraint only if necessary, to protect himself/herself or the life and safety of others. ¿ The security guard will also enforce issues presented by the CO, COR, and/or OGR (AAO management). ¿ The security guard will direct SSA customers to the elevator. ¿ The security guard shall direct AAO visitors to the intercom system for access to the AAO area. ¿ The security guard will ensure no access is granted to any person who appears to have hostile intent or no valid business with the AAO or SSA. ¿ Coordinate with the SSA Federal Protective Services personnel when activities within SSA have the potential to impact the Bureau of Reclamation¿s access to the facilities. ¿ The security guard will prepare a daily log report that describes the events of the day. The report shall include the following minimum information: the security guard¿s name, today¿s date, security guard¿s period of service (time reporting and leaving duty including lunch break), security guard¿s brief description and time when Guard patrols were performed, document all discovered or witnessed vandalism, unusual occurrences, disturbances, emergencies, requests for law enforcement or emergency medical services assistance, and/or problems that occurred or were encountered during the day. A copy of the daily reports (Monday through Friday, include Saturday and Sunday, if worked) shall be submitted to the COR by 12:00 PM MT the next working day. These reports are the property of the Government and will only be removed from the facility with the approval of the CO. The guard can provide a copy for submitting to supervisor and COR. ¿ The guard will raise, lower, and as directed adjust the American Flag daily. The American Flag shall be protected and secured when removed from the flag pole. ¿ The guard shall provide communication information (mobile phone number) to the AAO Management, AAO receptionist, COR, CS, and CO. ¿ A possible solution to accomplish this task is to have the Guard at the start of the shift provide the mobile phone number to the AAO receptionist who can send an email to the following: COR, CS, CO, and AAO Management. Qualifications include the following: Contractor shall provide a security guard with the following minimum qualifications: ¿ Guards shall be a citizen of the United States and must be at least 21 years of age. ¿ Guards shall have a high school education. ¿ Guards shall possess a minimum of one year of recent experience performing similar tasks/duties as required by the attached PWS. ¿ Guards shall be able to demonstrate the ability to effectively communicate, both orally and in writing. ¿ Guards shall possess a Level 3 Security Guard Registration from the New Mexico Regulation and Licensing Department. ¿ SYSTEM FOR AWARD MANAGEMENT: The System for Award Management (SAM) is an implemented Federal Government owned-and-operated FREE web site that combines the Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS). Offerors must be successfully registered and maintain an active registration in the SAM database, found at https://www.sam.gov, to be considered for a Government contract award. Prospective offerors must also list the requested NAICS code 561612 ¿ Security Guards and Patrol Services in their SAM registry, to qualify for this procurement. AWARD INFORMATION: The proposals received will be evaluated in accordance with FAR 15.305, and the award will be made to the responsible offeror whose proposal represents the best value to the Government. Selection will be based on the evaluation factors of technical approach, personnel qualifications, price, and past performance.
