PRE-SOLICITATION NOTICE - Emergency Response Services for Yuma Area The Bureau of Reclamation, Lower Colorado Basin, (LCB), Yuma Area Office (YAO), intends to negotiate and award a contract on a non-competitive basis, to Rural Metro, P.O. Box 100335, Pasadena, CA 91189. YAO has a requirement for Emergency Response Services for Yuma Area Office. Performance is anticipated to be for one base year with four 1-year option periods. The base year contract performance period is April 1, 2024, through March 31, 2029; with each subsequent option year having the same dates. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authorities of FAR 13.501 and FAR 6.302-1(c). Rural Metro is the only emergency response company available to perform these services outside Yuma City limits and which has the equipment, certification, training, and ability to respond in a reasonable amount of time to all potential emergencies at the Yuma Area Office. Rural Metro currently has the emergency response responsibility throughout Yuma County, Arizona. In addition to having sufficient staffing and equipment for fire, ambulance, and hazardous materials emergency response service. This is a Notice of Intent only and not a request for competitive proposals or an announcement of a solicitation. The North American Industry Classification System Code (NAIC) identified for this action is 561990 - All Other Support Services. The Small Business Size Standard is $16.5M. This acquisition will be procured in accordance with FAR Part 12 Acquisition of Commercial Items, and FAR 13 Simplified Acquisition Procedures. The Government contemplates award of one firm fixed price contract. The solicitation and any amendments to the solicitation will be available only through Contract Opportunities at www.SAM.gov. All dates in this announcement are estimated and are subject to change. No other information will be available before the solicitation is posted. The extent of the work will be described in the solicitation. The Bureau of Reclamation anticipates releasing the Request for Quote (RFQ) on or about March 14, 2024. The anticipated award date is March 31, 2024. All responsible sources may submit a quotation, capability statement, proposal, explanation and evidence as to how your company will provide Emergency Response Service as outlined above, which shall be considered by the agency.
