Hydrological Database (HDB) Consulting Services The Bureau of Reclamation, Lower Colorado Basin, (LCB), Yuma Area Office (YAO), intends to negotiate and award a contract on a non-competitive basis, to Carol Marra Consulting, Inc. (CMSC), 920 McCall Alley, Lyons, CO, 80540. YAO has a requirement for Hydrological Database (HDB) consulting to include HDB development and maintenance, training and support. Performance is anticipated to be for one base year with three 1-year option periods. The base year contract performance period is September 20, 2023 through September 19, 2024; with each subsequent option year having the same dates. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authorities of FAR 13.501 and FAR 6.302-1(c). CMCI has been the lead designer and developer on the YAO HDB since its inception. CMCI has created all YAO specific database tables, views, procedures, functions, computations, and snapshots currently in use in YAO HDB, as well as most of the data loading and reporting applications. CMCI has extensive knowledge of groundwater management in the Yuma, AZ area, from data collection and loading to complex aggregate groundwater site salinity computations. This is a Notice of Intent only and not a request for competitive proposals. The North American Industry Classification System Code (NAIC) identified for this action is 541990 - All Other Professional, Scientific, and Technical Services. The Small Business Size Standard is $19.5M. This acquisition will be procured in accordance with FAR Part 12 Acquisition of Commercial Items, and FAR 13 Simplified Acquisition Procedures. The Government contemplates award of one firm fixed price contract. All responsible sources may submit a quotation, capability statement, proposal, explanation and evidence as to how your company will provide Hydrological Database (HDB) consulting services, which shall be considered by the agency.
