THIS IS A SOURCES SOUGHT ONLY. This Sources Sought notice is being issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine the appropriate procurement strategy, in particular, whether a set-aside or an alternate procurement strategy is warranted. The Government does not intend to award a contract and will not pay for any information or administrative costs incurred in response to this notice. The anticipated North American Industry Classification System code is 325120, Industrial Gas Manufacturing, with a small business size standard of 1,200 in number of employees. Product Service Code W066, Lease or Rental of Equipment: Instruments and Laboratory Equipment. The Government is considering awarding an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The base contract will be for a five-year ordering period. The estimated maximum value for the IDIQ contracts is $100,000.00. Fixed price delivery orders will be issued as required. The Bureau of Reclamation, Lower Colorado-Basin, Yuma Area Office (YAO), Analytical Laboratory requires several specialty laboratory gas tanks filled according to the tank manufacturer¿s specification. The requested gas tanks must be directly delivered to the YAO Analytical Laboratory and shall remain at the laboratory during use. The refrigerated liquid tanks should be equipped with a pressure relief valve, pressure gauge, liquid level gauge, gas use valve, liquid use valve, and pressure building isolation valve. The Government intends to lease the tanks, no purchase of the tanks will occur during the term of the contract. Empty tanks are to be picked up by vendor during delivery of new tank orders. The vendor should provide a reliable point of contact for prompt tank re-ordering and handling of billing. Tank re-order requests should be delivered within 3 business days of request by Government. The table below provides a list of gases and expected delivery schedule: Capability statements are to be submitted no later than April 18, 2023. All responses to this notice shall be submitted to Jennifer Garcia via e-mail to jgarcia@usbr.gov. Include the reference number 140R3023Q0026 in the subject line. The capabilities package should include the following information: 1. Provide business name, Unique Entity ID, address, point of contact to include e-mail address, telephone number and website if applicable; 2. Statement whether the firm manufacturers the end product or not. 3. Identify if the product is American made or not. 4. Business size and type (8(a), HUBZone, Service-Disabled Veteran-Owned, Small Business, Women-Owned Small Business, Large Business, etc.); 5. Demonstrate the firm's capability and experience by providing a list of projects completed where the work involved similar contracts in the past five years, and in which your firm performed the work. Additionally, for each project listed, provide the following: a brief description of the work performed, project title, dollar value of the job, prime/subcontractor, location, and the customer's contact name and phone number for the work completed. When it is determined that a formal solicitation will be issued, the solicitation will be posted on Contract Opportunities at sam.gov website at http://sam.gov/.
