PRESOLICITATION NOTICE Scientific Technical Services Indefinite Delivery / Indefinite Quantity (IDIQ) This is a Pre-Solicitation Notice with the intent of synopsizing a proposed contract action prior to issuance of the solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or about June 19, 2021. No documents will be available until the solicitation is issued. The U.S. Department of the Interior (DOI), Bureau of Reclamation (Reclamation), Lower Colorado Basin, Multi-Species Conservation Program (MSCP) office along with the Glen Canyon Dam Adaptive Management Program (GCDAMP) have a requirement for a scientific peer review of information (document, data models, study plans, proposals, and other forms of scientific information), preparation and/or editing of scientific reports, site reports, study plans, monitoring plans, management plans, field visits, preparation and/or review of hypothesis testing field research studies, analysis of data, development and testing of scientific models, gathering and synthesis of information literature or cartography, preparation of report, and other science related activities. This requirement is restricted as a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code assigned to this project is 541620, Environmental Consulting Service with a corresponding small business size standard of $16.5M. This acquisition will be procured in accordance with FAR Part 12 Acquisition of Commercial Items, and FAR 15 Contracting by Negotiation. The Government contemplates award of one firm fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with a 5-year term ordering period. The Government intends to make one (1) IDIQ award under this solicitation but reserves the right to award more or none at all. The solicitation and any amendments to the solicitation will be available only through the SAM-GOV website at (www.sam.gov). All proposals, and other documents required for the proposal submittal, including amendments to the proposal, shall be submitted electronically. All dates in this announcement are estimated and are subject to change. No other information will be available before the solicitation is posted.
