Notice of Intent to Sole Source Requirement for 2020 Colorado River Educational Items and Services / Sol. No. 140R3021Q0035 (i) This solicitation is being advertised as a noncompetitive sole source solicitation. As provided under FAR 13.106-1(b)(1)(i), this project will be solicited on a noncompetitive basis as ¿only one source is reasonably available to satisfy the agency¿s requirements¿. (ii) The Department of the Interior, Bureau of Reclamation, Region 8 - Lower Colorado Basin, Lower Colorado Regional Office, has a requirement for the Water Education Foundation to develop and publicize Western Water educational articles, assist with symposium proceedings, develop the pilot project for the Water Leaders Program, and organize and conduct a tour, all on the topic of the Colorado River. The services shall be completed on the Colorado River and at Water Education Foundation¿s locations. Services should begin no later than 04/05/2021 and be completed by 12/31/2021. (iii) The Government intends to award, on a sole source basis, a single firm-fixed price purchase order to the Water Education Foundation, located in Sacramento, CA. (iv) The North American Industry Classification System (NAICS) code is 813312 ¿Environment, Conservation and Wildlife Organizations¿. The small business size standard for NAICS Code 813312 is $16.5 million in annual receipts. (v) This procurement will be awarded using simplified acquisition procedures. It is anticipated that this requirement will be awarded no later than April 6, 2021. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All documents submitted must contain an explanation and evidence as to how your company would be able to perform these services. Submissions are due by Thursday, April 1, 2021 at 3:30PM local time. (vi) The contract award information will be posted on the BetaSAM website at https://beta.sam.gov/.
