This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) To facilitate electronic quote submissions through beta.SAM Contract Opportunities, a request for quote (RFQ No. 140R3021Q0034) is being issued subsequent to this combined solicitation/synopsis. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2021-03, effective March 10, 2021. (iv) This requirement is a total small business set-aside. (vi) The Bureau of Reclamation, Lower Colorado Region Office, Parker Dam has a requirement for the purchase of one Sullair model 3709b air-cooled enclosed rotary air compressor to replace an existing Sullair air compressor which has incurred a critical failure. (vii) Work must begin on or about 5/15/2021. All work must be completed by 06/30/2021. Work must be completed at vendor's location. (End of Provision) 52.212-2 EVALUATION - COMMERCIAL ITEMS (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: *must provide the brand name or equal product specified in the Statement of Work and include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer (LINKS TO THE INFORMATION WILL NOT BE ALLOWED). The information provided must clearly identify how the product is equal to the equipment requested. * (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). () A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. "Sensitive technology"- (1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically- (i) To restrict the free flow of unbiased information in Iran; or (ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and (2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)). Service-disabled veteran-owned small business concern - (1) Means a small business concern- (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. "Small business concern" (1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation. (2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. The capability statements received will be reviewed to determine the quantity and availability of contractors who have the required experience, technical level of expertise, administrative and management capability to manage the services described below. The capability statements received will be used to determine the Bureau of Reclamation's (Reclamation) overall procurement strategy. The Bureau of Reclamation has a requirement for a single replacement Rotary-screw compressor with identical capacity and control compatibility of Parker Dam Power Plants remaining Sullair Model 3079V 480VAC variable frequency drive WS controlled station service compressor. Must have interchangeable parts, air filters, oil, other consumables as the current compressor. The new replacement Rotary Compressor must be compatible with the Sullair WS controller and software to maintain a modulating, rotating LEAD/LAG configuration.
