This is a Pre-Solicitation Notice with the intent of synopsizing a proposed contract action prior to issuance of the solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or about November 13, 2019, posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov and the FedConnect website https://www.fedconnect.net/. No documents will be available until the solicitation is issued. The Bureau of Reclamation, Lower Colorado Region has an ongoing requirement for repair and maintenance service of the Terrazzo flooring at Hoover Dam. Services include but are not limited to: Strip/Removal of Sealer, polish Terrazzo floor, seal Terrazzo floor with water based Acrylic sealer, and minor crack repair of Terrazzo floors. The Government is considering satisfying this requirement with a 5-year term firm-fixed price, multiple award Indefinite-Delivery/Indefinite Quantity (IDIQ) type contract. The tasks required by Reclamation include but are not limited to: Strip/Removal of Sealer, polish Terrazzo floor, seal Terrazzo floor with water based Acrylic sealer, and minor crack repair of Terrazzo floors. The successful awardee(s) will be responsible for providing all personnel, materials, tools, equipment, and expertise to service the terrazzo flooring as designated by Reclamation. Reclamation will provide the successful awardee, specifications, and access to the areas for the contractor to examine during the Request for Proposal period. After award(s) are made, Reclamation will issue individual task orders on an as needed basis. Task Orders will identify the areas that need to be repaired and/or maintained, the time period allowed for the work and access to the area. A pre-proposal site visit will be scheduled for all interested parties: The date and time will be provided in the solicitation, when it is issued. This requirement will be solicited as an unrestricted full and open competition. The North American Industry Classification System (NAICS) Code assigned to this project is 238340, Tile and Terrazzo Contractors with a corresponding small business size standard of $12M. The estimated magnitude of each individual task order is $10,000 to $500,000 with a total contract value estimated at $1,500,000 over the 5-year ordering period. This requirement will be solicited and awarded using the method outlined in FAR Part 15 ¿ Contracting by Negotiation and in accordance with the source selection evaluation criteria included in the Request for Proposal (RFP). Award(s) will be made using best-value, source-selection procedures incorporating tradeoffs between price and non-price factors. It is expected that the RFP will include evaluation factors for Relevant Experience, Technical Capability, Past Performance and Price. The Government intends to award three (3) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract from this solicitation, but reserves the right to award more, less or none at all. The resulting contract will be a firm fixed price service type IDIQ contract. The contract performance period is a five (5) year ordering period. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Bureau of Reclamation has a requirement for services for repair and maintenance of the Terrazzo Flooring at Hoover Dam, Nevada. The contractor shall provide all labor, equipment, material, supervision and other items and services necessary to repair and maintain the Terrazzo floorings with the following principal features of the work, including but not limited to: 1. Strip and/or removal of existing Terrazzo flooring sealer. 2. Polish Terrazzo flooring. 3. Sealing of Terrazzo flooring with water based acrylic sealer. 4. Minor crack repair of Terrazzo flooring. The capability statement shall address the work listed above, demonstrate the company¿s capability to perform the work, and describe previous procurement¿s performed of similar size and complexity. For the purposes of the capability statement only, the principle features listed above would be to repair and maintain approximately 200 square feet over a five year period. Please indicate if your firm has the capability to perform all, or only some of the services listed. If only some, please provide your firm¿s capability statement on those areas.
