Questions and Answers: a. Will the RailCar Mover be used in a flat environment? i. The RailCar Mover will be used on a flat surface and on an incline of 3%. b. What is the overall weight capacity in tons of the RailCar Mover? i. The maximum weight capacity of the RailCar Mover at one time is 38 tons. c. Is there a degree of curve required? i. Not Applicable to the RailCar Mover d. Will there be prepayments? i. There will be no prepayments made. Payment will be processed upon delivery of all deliverables. B. The response date is hereby changed from 4:00 pm July 31, 2019 PST to 4:00 pm August 6, 2019 PST. C. All other terms and conditions remain unchanged. The purpose Amendment of 01 is to correct the RFQ due date and time. (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued, except to facilitate the submission of electronic quotes through FedBizOpps. (ii)To facilitate electronic quote submissions through FedBizOpps, a request for quote (RFQ No. 140R3019Q0099) is being issued subsequent to this combined solicitation/synopsis. (iii)This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2019-01, dated 01/22/2019. (iv)This requirement is a total small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 336510, All Other Specialty Trade Contractors, the small business size standard for NAICS Code 336510 is 1,500 employees. (v)The Statement of Work provides more detailed information about the requirement and is attached to the RFQ. (vi)The Bureau of Reclamation has a requirement to purchase a rail car mover. Information about the requirement and the Statement of Work is attached to the RFQ. (viii)FAR provision 52.212-1, Instructions to Offerors - Commercial Items - addendum replaces the term "offer" with "quote" within the provision at 52.212-1. (ix) Determination of award will be based on the lowest-priced acceptable quote from a responsive responsible offeror.
