Lahontan Basin Area Office (LBAO) Review Data and Methods in Operating Criteria and Procedures (OCAP) - This is a sources sought announcement and is for INFORMATION PURPOSES ONLY. This is NOT a request for proposal, quotations, or bids. The Department of the Interior, Interior Region 10 – California Great Basin is issuing this source sought announcement as a means of conducting market research to identify businesses capable of performing a scientific review of the data and methods used to determine reservoir storage targets, to forecast reservoir inflows, and to calculate allowable Truckee River diversions in the 1997 Operating Criteria and Procedures (OCAP) for the Bureau of Reclamation’s Newlands Project, Nevada. It includes assessing and developing recommendations to improve upon the extent to which the 1997 OCAP incorporates the best available data, science, and technology to determine reservoir storage targets, forecast reservoir inflows, and calculate allowable Truckee River diversions. DRAFT Performance Work Statement attached. This notice is not to be construed as a commitment by the government to issue a solicitation or ultimately award a purchase order. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The notice is for research and information purposes only. The North American Industry Classification System (NAICS) code for this requirement is 541620 and the associated small business size standard is $19 million. All businesses with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice. All responses to this Sources Sought notice shall be submitted electronically (via email) to Sarah Rodrigues at srodrigues@usbr.gov no later than Tuesday, July 22, 2025, at 10:00 a.m. PDT. Please include notice number 140R2025Q0077 with your response. The information requested is: 1. Name of organization, address including zip code, Point of Contact including phone number and email address, and the organization’s UEID number. 2. Confirmation of organization’s active System for Award (SAM) registration with expiration date. 3. Business size and classification to include any designations as Certified Small Business, HUBZone Certified Small Business Concern, Section 8(a) contractor, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women Owned Small Business, Indian-Owned Economic Enterprises, Indian-Owned Small Business Economic Enterprises, or Large Business Concern. 4. Your company’s intent to submit a quote should a solicitation be issued. Responses to this notice are strictly for market research purposes and will be used by the Government to make appropriate acquisition decisions. This notice shall not be construed as a commitment by the Government to issue a request for quote or ultimately award a contract nor does it restrict the Government to particular acquisition approach. The Government will in no way be bound to this information if any a request for quotation is issued. Important information: The Government is not obligated to/nor will it pay for or reimburse any costs associated with responding to this sources-sought synopsis request.
