The Department of the Interior, Interior Region 10 ¿ California Great Basin is issuing this source sought announcement as a means of conducting market research to identify business capable of providing a comprehensive assessment of how changes in water demands across the Truckee and Carson River basins will impact the ability of the 1997 Operating Criteria and Procedures (OCAP) to meet its objectives for the Bureau of Reclamation¿s Newlands Project in Nevada. It includes analyzing historical water demand trends, developing future demand scenarios, and modeling the OCAP's performance under those scenarios to identify vulnerabilities. The results of this project will inform an ongoing process to revise the OCAP to ensure it remains effective and legally compliant into the future. DRAFT Performance Work Statement attached. This notice is not to be construed as a commitment by the government to issue a solicitation or ultimately award a purchase order. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The notice is for research and information purposes only. The North American Industry Classification System (NAICS) code for this requirement is 541620 and the associated small business size standard is $19 million. All businesses with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice. All responses to this Sources Sought notice shall be submitted electronically (via email) to Nandini C. Johnson at ncjohnson@usbr.gov no later than Wednesday, June 25, 2025, at 12:00 p.m. PDT. Please include notice number 140R2025Q0074 with your response. The information requested is: 1. Name of organization, address including zip code, Point of Contact including phone number and email address, and the organization¿s UEID number. 2. Confirmation of organization¿s active System for Award (SAM) registration with expiration date. 3. Business size and classification to include any designations as Certified Small Business, HUBZone Certified Small Business Concern, Section 8(a) contractor, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women Owned Small Business, Indian-Owned Economic Enterprises, Indian-Owned Small Business Economic Enterprises, or Large Business Concern. 4. Your company¿s intent to submit a quote should a solicitation be issued. Responses to this notice are strictly for market research purposes and will be used by the Government to make appropriate acquisition decisions. This notice shall not be construed as a commitment by the Government to issue a request for quote or ultimately award a contract nor does it restrict the Government to particular acquisition approach. The Government will in no way be bound to this information if any a request for quotation is issued.
