AMENDMENT 1: QUESTIONS & ANSWERS - SEE ATTACHED DOCUMENTS: Q&A and PRICE SCHEDULE O&M (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number 140R2024Q0040 is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03, as of February 23, 2024. (iv) This acquisition is open market, no small business set aside. The NAICS code is 541620 and the size standard is $19 million. (v) The contract line items are listed in the price schedule of the solicitation package. Please provide your fully burdened labor rate for each labor category. (vi) This requirement is to acquire contractor services to function as the San Joaquin River Restoration Program (SJRRP) Landowner Coordinator to coordinate with landowners in the SJRRP Restoration Area including assisting with implementation of Temporary Entry Permits and monitoring well agreements between Reclamation and landowners; strategic advice on landowner participation processes; support of stakeholder meetings and workshops; assisting with devilment, production and distribution of SJRRP outreach materials; support for internal SJRRP meetings; and the operations and maintenance of Reclamation-owned lands on behalf of SJRRP. In addition, this contract will include all the Program Real Estate Operations and Maintenance (O&M) for SJRRP efforts. (vii) The period of performance is expected to be five (5) years from 7/1/2024 through 6/30/2029. (viii) The provision 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services, applies to this acquisition. The quote package will consist of the vendor¿s pricing information, technical proposal, past performance references and subcontracting plan for large businesses. (ix) The provision 52.212-2, Evaluation - Commercial Products and Commercial Services, applies to this acquisition. Refer to this provision for information. (x) The provision 52.212-3, Offeror Representations and Certifications - Commercial Products and Commercial Services, applies to this acquisition. The Bureau of Reclamation, Mid-Pacific Region, San Joaquin River Restoration Program (SJRRP), is seeking businesses capable of providing an individual able to function as the SJRRP's Landowner Coordinator to coordinate with landowners in the SJRRP Restoration Area including assisting with implementation of Temporary Entry Permits and monitoring well agreements between Reclamation and landowners; strategic advice on landowner participation processes; support of stakeholder meetings and workshops; assisting with development, production and distribution of SJRRP outreach materials including digital products; support for internal SJRRP meetings; and the operations and maintenance of Reclamation-owned lands on behalf of the SJRRP. In addition, this contract will now include all the Program Real Estate Operations and Maintenance (O&M) SJRRP efforts. Some of the services required are: 1. Landowner Coordination for Property Access, Activities and Stakeholder Meetings 2. General Program Outreach Support a. Graphic design for SJRRP outreach materials b. Digital outreach: website update and maintenance & landowner email and mailing databases and notifications. c. Internal Outreach Support 3. Public Affairs Team Meetings 4. Real Estate Operations & Maintenance (O&M) The Performance Work Statement (PWS) attached is a draft and may change based on information received from industry. Also available is Attachment 1 ¿ PWS SJRRP Real Estate O&M. The final PWS will be issued with the solicitation. The awarded contract is expected to be for one base year plus up to four option years. The pricing arrangement is planned to be Time & Materials. The North American Industry Classification System (NAICS) code for this requirement is 541620 - 'Environmental Consulting Services' which has an associated small business size standard of $19.0 million. This notice is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals and the Government will not be responsible for any costs incurred by the respondents to this notice. The notice is for research and information purposes only. No award will be made as a result of this notice. Any businesses with the capability to perform the requirement under the applicable NAICS code are encouraged to submit a response to this notice. As shown below, businesses may suggest an alternate NAICS if they believe 541620 is incorrect. The information requested is: 1. Company name, address, SAM UEID number, and point of contact name and email address; 2. Business size and small business size classification if applicable (e.g. 8(a), HubZone, Veteran Owned, Woman Owned, etc.); 3. Information that would demonstrate that your business has the capability and resources to meet the specifications of the requirement; 4.
