The United State Bureau of Reclamation (USBR), California Great Basin Region, intends to negotiate a sole source firm-fixed priced service contract with the County of Glenn, State of California, Sheriff's Department, 543 West Oak, Willows, CA, 95988. This will be conducted under the authority of Federal Acquisition Regulation (FAR) 13.160-1(b)(1)(i), only Glenn County Sheriff's Department is empowered and has authority within the local jurisdiction to enforce the civil and criminal laws of the state. Because of the jurisdictional boundaries of law enforcement there is no competition within geographical areas. Only sole source negotiation with county agencies can accomplish the mission of this contract. Additionally, Public Law (PL) 107-69, Section 1(c)(3), "Law Enforcement Authority at Bureau of Reclamation Facilities." (codified 43 USC 373b) grants Reclamation the authority to contract law enforcement (LE) services with federal, state or local LE agencies at Reclamation's facilities. Public Law 98-552, "A bill to authorize Douglas County of the State of Nevada to transfer certain land to a private owner.", gives Reclamation the authority to reimburse state or local LE agencies for services provided at Reclamation's facilities. Due to jurisdictional requirements only Glenn County Sheriff's Department is capable of fulfilling the obligations of this requirement. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available at this time and telephone requests will not be honored. Firms believing they can provide this service above must provide written notification by Friday, July 3, 2020 at 3:00 p.m. Pacific Time to the Contracting Officer with supporting evidence in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses received within the due date of the solicitation will be considered by the Government. Responses shall be emailed to the Contracting Officer listed below and shall include the firm's Dun and Bradstreet number. Firms shall identify their business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 922120.
