The Bureau of Reclamation, Pacific Northwest Region needs to procure internet services outside the current scope of the Lumens Networks contract for a solution that will provide connectivity for our Grand Coulee Dam location to ensure dissimilar paths for network redundancy on an NCI facility. This action will help prevent the multiple network outages that have occurred under the current single source contract. This service would be connected through DOI approved Fortigate routers and would connect the GCPO GSS network with the rest of the BOR GSS network. This is a monthly service contract over a five (5) year period at the Grand Coulee Power Office in Grand Coulee and Coulee Dam, WA. This acquisition is 100% SET-ASIDE FOR SMALL BUSINESSES. We anticipate issuing a Request for Quotes (RFQ) by July 3, 2024, but all dates in this notice are subject to change. Any amendments applicable to the solicitation will be posted at the same site. Reclamation intends to award one firm firm-fixed-price contract. The anticipated date to issue the Request for Quote, 140R1724Q0056, (written) is approximately the first week of July 2024. The anticipated closing date is the third week of July. The anticipated award date is the fifth week of July. Prospective vendors must be registered in the System for Award Management (SAM) at the time they submit their quote. The initial period of performance (base year) shall be Award of Contract award date plus 12 months, with four (4) 1-year option years to renew. The anticipated period of performance is: Base Year: August 1, 2024 to July 30, 2025. Option Year One: August 1, 2025 to July 30, 2026. Option Year Two: August 1, 2026 to July 30, 2027. Option Year Three: August 1, 2027 to July 30, 2028. Option Year Four: August 1, 2028 to July 30, 2029. This service will be purchased in accordance with FAR Part 12 and FAR Part 13, simplified acquisition procedures apply. The Government will evaluate quotes based on factors listed in the solicitation.

The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research. The Government will entertain question concerning this market research. The intent of this notice is to determine the availability of Business Class internet service at the Grand Coulee Power Office. SCOPE OF WORK The Bureau of Reclamation, Pacific Northwest Region needs to procure internet services outside the current scope of the Lumens Networks contract for a solution that will provide connectivity for our Grand Coulee Dam location to ensure dissimilar paths for network redundancy on an NCI facility. There is currently fiber connectivity into the facility from another provider. This action will allow for dissimilar paths and provide network redundancy to help prevent the multiple network outages that have occurred under the current single source contract. This service would be connected through DOI approved Fortigate routers and would connect the GCPO GSS network with the rest of the BOR GSS network. Technical and service details about this service associated with this request: • 1 Gb Synchronous Internet Connection in a 60-month contract • Installation fee The vendor will provide internet termination equipment and provide ethernet handoff to the GCPO network equipment. Vendor will provide the CPE hardware that is necessary to provide connectivity to the site. All other hardware beyond CPE termination is being purchased by the BOR or using existing hardware. The anticipated Period of Performance for this requirement is: July 1, 2024 through June 30, 2025; with four (4), 12-month option years through June 30, 2029. Potential offers having technical capabilities necessary to meet the needs of the described requirement are invited to provide a capabilities statement via email. The capability statement must include the following: 1) Company name and point of contact information. 2) UEI Number (previously DUNS number) 3) Business size/status and/or SBA Certification program for NAICS 562119 (Other Waste Collection) - whether large or small. If small please provide size/certification (to include 8(A), HUBZONE, SDVOSB, ETC.) 4) Statement of interest as a prime and/or subcontractor 5) Brief statement of qualifications. Responses are due no later than 5:00 PM, PDT, Wednesday, June 19, 2024, and shall be electronically submitted to Paula Gross at pgross@usbr.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition.
