Presolicitation Notice - Washington Flats Wildlife Mitigation Area (WFWMA) The Bureau of Reclamation (BOR) Reclamation has a need for Operation and Maintenance services for WFWMA, Grand Coulee Dam, WA 99133. This contract will be a firm-fixed price contract for the base year plus four option years to be exercised at the Government's discretion under the authority of FAR clause 52.217-9, Option to Extend the Term of the Contract. There is a potential for another six-month extension under the authority of FAR clause 52.217-8, Option to Extend Services, to be exercised at the Government's discretion if deemed appropriate. This procurement will utilize a Small Business set-aside under North American Industry Classification System (NAICS) Code of 561730 Landscaping Services with a Small Business Size Standard of $9.5 million. The product service code is F099, Other Natural Resources and Conservation Services. Reclamation intends to award one firm firm-fixed-price contract. The anticipated date to issue the Request for Quote, 140R1723Q0076, (written) is approximately the third week in September 2023. The anticipated closing date is the first week of November. The anticipated award date is the last week of November. Prospective vendors must be registered in the System for Award Management (SAM) prior to the closing of this solicitation. All dates in this notice are subject to change. Any amendments applicable to the solicitation will be posted at the same site. Attendance at the pre-solicitation site visit is highly recommended to all interested parties, the date of which will be stated in the solicitation. The initial period of performance (base year) shall be January 01, 2024 through December 31, 2024. In addition, there will also be four (4) 1-year option years to renew at the discretion of the Government. This service will be purchased in accordance with FAR Part 12 and FAR Part 13. The Government will evaluate quotes based on factors listed in the solicitation. The intent of this notice is to determine the availability of business to provide services to the Washington Flats Wildlife Mitigation Area. Upon request the draft PWS is available if necessary to determine if your company can provide the required services. Main services include the following. - Operation and maintenance of the irrigation system - Noxious Weed Control - Fertilizing - Planting Food Crops and Habitat Grasses - Planting Trees and shrubs - General Maintenance - Pest Control Potential offers having technical capabilities necessary to meet the needs of the described requirement are invited to provide a capabilities statement via email. The capability statement must include the following: 1) Company name and point of contact information. 2) UEI Number 3) Business size whether large or small.
