This is a synopsis of an upcoming solicitation, 140R1723Q0025, Fire Suppression System Inspections and FM 200 Recharge. The Bureau of Reclamation, Pacific Northwest Region intends to solicit quotes for a Firm Fixed Price Commercial Item contract. The purpose of this acquisition is to acquire services for the following two tasks. 1. System Inspection: Contractor shall perform a system inspection on each of the five Grand Coulee Facility Facilities clean agent extinguishing systems to include smoke detectors, manual release stations, abort switches, audible and visual notification devices, releasing circuit, and agent pressure. 2. Clean Agent Tank Recharging/Refill to Usable Level: Recharging of the cylinders shall require the contractor to remove the discharged cylinders, perform container hydrostatic test, recharge with FM-200 and reinstallation in accordance with NFPA 2001. The vendor will remove the tanks from Grand Coulee Facility transport them to their facility refill them and return them to the Grand Coulee Facility and reinstall them in the locations they were removed from in fully working order. a. The vendor will provide the FM-200 agent, rebuild kits w/gas cartridge actuators, and burst disks. Note: The vendor will be certified in FM-200 transportation and handling. Pursuant to FAR Part 12, 13 and 15 of the Federal Acquisition regulations, Reclamation intends to issue a written Request for Quotation (RFQ) through sam.gov. The Request for Quote will be issued as full and open. The applicable North American Industry Classification System (NAICS) code is 325120, Industrial Gas Manufacturing, with a Small Business Size Standard of 1000 Employees. The Government anticipates award of a firm fixed price purchase order during the middle of April 2023. Reclamation will consider all responsible sources who submit a timely quote that conforms to the solicitation. Any contractor interested in doing business with the Federal Government must be registered and active in the System for Award Management (SAM) database prior to the closing date of the solicitation. SAM is a Federal Government owned and operated FREE website at www.SAM.gov. All invoices for this procurement must be submitted through the Department of Treasury¿s Internet Payment Platform (IPP). The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research. The Government will entertain question concerning this market research. The intent of this notice is to determine the availability of business to provide inspection services for the clean agent fire suppression system and inspect/recharge five FM-200 tanks. The two tasks are as follows: 1. The capability statement must include the following: 1) Company name and point of contact information. 2) UEI Number 3) Business size whether large or small. If small please provide size/certification (to include 8(A), HUBZONE, SDVOSB, ETC.) Responses are due no later than 17:00 PM, PS, Tuesday, February 22, 2023, and shall be electronically submitted to Terry Mest at tmest@usbr.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any cost associated with providing information in response to this sources sought or any follow-up information requests.
