The Purpose of amendment 5 is to make the following revisions to the base year CLINs and pricing table. 1. The base year is revised to change the quantity of 5 year inspections from 15 each to 13 each and to add a CLIN for 2 each annual inspections for the two hydraulic elevators. The pricing table is updated accordingly. This amendment requires revision to previously submitted quotations and the due by date is hereby extended to 5/20/2019 at 5:00 PM PT. The revised combined synopsis is attached with this amendment. ************************************************************** The purpose of amendment 4 is to extend the due by date to 5/14/19 at 5:00 PM PT. ************************************************************** The purpose of amendment 3 is to post questions received by contractors. Pursuant 52.212-1(b)(9) Instructions to Offerors - Commercial Items, at a minimum, offers must show acknowledgment of solicitation amendments. This amendment does not extend the due by date. Question 1: Please confirm that you are wanting both the team to conduct the inspection as well as the QEI to be part of this contract. That is how you have done it in the past but as discussed those are typically separate contracts through the ASME guidelines. We can provide a team to conduct the test along with our QEI and wanted to confirm that is the request from your client. Answer 1: Under one contract, the Contractor shall furnish all required labor to perform the inspections and a third party QEI, meaning the elevator technicians and the QEI will be from separate and independent companies. Question 2: On each year there is a request for pricing of "elevator reinspection". Are we supposed to use the ADDENDUM TO 52.212-2 and price out 5 visits for base year and each option year? I ask because that is a significant amount of reinspection visits. Typically, since all of the deficiencies are typically found when conducting the inspections then the reinspection's would take place all in one visit. We can price it any way you'd like but wanted to make sure our price wasn't higher due to following that addendum and listing 5 separate visits. Also, it does not state how long we should price each visit for. We will put language in our proposal for the length of time if you don't have specifics. Answer 2: These reinspection's are option line items which will be exercised bilaterally, only if the company must return to Grand Coulee to reinspect an elevator when conditions do not favor a reinspection during the time the contractors are on site. Each reinspection exercised will cover one elevator unit that may be exercised during the period of performance listed per each base and option year. It is possible for more than one optional reinspection to be exercised per yearly period of performance. Question 3: Regarding the purchase of the weightless system are you putting in line item cost for the onsite training of the QEI and inspection team? Answer 3: There is no line item cost for the onsite training of the QEI and the inspection team in regard to the purchase of the weightless testing system. Therefore, the contractor, if necessary to comply with the terms and conditions of the contract will have to ensure that the QEI and the inspection teams are trained and qualified to operate the weightless system. Question 4: Regarding the 5 year test and using the weightless system - Hydraulic elevators do not receive a 5 year full load test. They do however receive what is referred to as a "Rupture Valve Test" only if they possess a rupture valve. For the ADMIN and VAC hydraulic elevators can you confirm those are to receive the 5 year rupture valve test? Answer 4: There is no rupture valve on the two hydraulic elevators therefore, a rupture valve test is not required on the hydraulic elevators. Question 5: If the hydraulic do receive the rupture valve test please clarify your scope requirements for the purchase of the weightless elevator inspection system to include the purchase of a separate valve for hydraulic elevators. From what we are told this is not part of the standard package and we want to make sure all bidders include it. Answer 5: There is no rupture valve on the two hydraulic elevators therefore, a rupture valve test is not required on the hydraulic elevators. Question 6: In the event of a component failure during the testing ie. who is responsible for making the repairs and if needed supplying the material? Will your onsite technicians make all necessary repairs and adjustments as needed? Just to be certain our labor force will be performing the tests and QEI Inspector witness. In the event of a failure would we supply a quote for repair or is it handled by your personnel? Example: "2.1.3.1 If deficiencies are reported during a 5-year or annual inspection, the contactor will stop the inspection and notify the CO and COR. At this time the contractor will coordinate with the CO and COR and evaluate if the deficiency or deficiencies can be corrected on the spot, or if the contactor has to return at a later date to complete the inspection(s) after the deficiency or deficiencies have been corrected." Answer 6: The Bureau will complete the repairs or contract out separately if needed. Question 7: Need to know (in addition to the rated loads), a reasonable estimate of the current car weights (most elevators have a crosshead tag identifying this information), the number of traction ropes on each of these elevators and the diameters of each of those ropes. The components that accompany the weightless inspection system package are based on this information. Answer 7: The sensor component packages for the weightless inspection system should be able to encompass both light weight cars with 5/8' or less ropes and heavy weight cars with 5/8" or more ropes. There may be more than one sensor package that has to be acquired in order to accomplish this based on the brand being purchased. We are not able to include exact weights by crosshead tag information at this time. Question 8: Will you consider requiring a price line item for the training and a price line item for all components of the weightless inspection system so your customer can see those as separate cost from us doing the inspections. That way if another contractor gets involved and doesn't list ‘training' pricing correctly your customer can see that. Answer 8: Please see answer for question 3. ********************************************************************* The purpose of Amendment 2 is to extend the due by date to 5/13/2019 at 7:00 AM in order to allow for time to obtain answers to questions received by contractors.
