Synopsis of Proposed Contract Action Description The Bureau of Reclamation, Columbia-Pacific Northwest Region, Columbia-Cascades Area Office has a need for construction services for Clear Creek Dam Fish Passage Facility. Work is located at Clear Creek Dam, approximately 45 miles east of Yakima, Washington, in Yakima County. Work is for Clear Creek Dam Fish Passage Facility construction. Principal components of the work include: ¿ Mobilize to site and demobilize from site. ¿ Construct a fish ladder at Clear Creek Dam ¿ Design, construct, and remove a cofferdam. ¿ Install and maintain unwatering systems for removal and control of water within excavations during construction. ¿ Maintain minimum reservoir releases during construction. ¿ Install pump and piping. ¿ Place and compact zoned earthfill embankment materials within outlet works conduit excavation and new stability berm over outlet works conduit extension. ¿ Furnish and install dam gate automation with remote tie-in. ¿ Install site lighting and upgrade existing electrical system. ¿ Excavate electrical trenches and furnish and install new electrical conduit. ¿ Construct new access road. ¿ Install erosion control measures and complete restoration activities. The North American Industry Classification System (NAICS) code associated with this project is 237990 Other Heavy and Civil Engineering Construction. The small business size standard applicable to this project is $45.0 million in gross annual receipts averaged over the previous three 1-year accounting periods. The Rough order of Magnitude (ROM) for this project is between $15,000,000.00 and $20,000,000.00. This procurement will be competed as a total small business set-aside. Proposals will be accepted from all responsive and responsible small business concerns. An electronic copy of the solicitation will be issued no sooner than 15 days from the day after this notice at www.sam.gov, however, dates in this notice are subject to change. The solicitation will close approximately 30 days after its issuance. Any amendments applicable to the solicitation will be posted at the same site.
