Pre-Sol -- Palisades Dam New Fencing and Installation: The Bureau of Reclamation, Columbia-Pacific Northwest Region, Palisades Dam Power Plant has a requirement calling for the erection and installation of approximately 2,310 linear feet of chain link fencing along with three (3) multi-purpose gates. This work requirement is located at the Palisades Powerplant (3933 Swan Valley Hwy 26, Irwin Idaho, 83428) approx. 7-1/2 miles southeast of Irwin, ID, and approx. 11 miles west of the Idaho-Wyoming border, in Bonneville County. This requirement will be advertised as a firm-fixed price, request for quotations in accordance with FAR Part 13 and 15 procedures. The contract shall be administered as a simplified construction contract in accordance with FAR Part 36. The North American Industry Classification System (NAICS) code associated with this project is 238990 ¿ All Other Specialty Trade Contractors, with a Small Business Size Standard of $15 Million. This procurement will be a total small business set-aside. The anticipated order of magnitude for this project is between $25,000.00 and $100,000.00 Offers will be accepted from all responsive and responsible Small Business concerns. Prospective contractors shall be registered in the System for Acquisition Management (SAM). Contractors shall note that this solicitation (written) is anticipated to be issued in the month of July 2021. When the solicitation is issued it will be available electronically at www.beta.sam.gov.

No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. No solicitation is currently available. The responses to this Sources Sought will help to shape the acquisition strategy in developing a competitive requirement. This market research is to gain knowledge of interest, capabilities, and qualifications of interested Small Business firms and will be utilized by the Government to make appropriate acquisition planning decisions. The Columbia-Pacific Northwest (CPN) Regional Office of the U.S. Bureau of Reclamation is conducting market research for a Construction contract. This work requirement is located at the Palisades Powerplant (3933 Swan Valley Hwy 26, Irwin Idaho, 83428) approx. 7-1/2 miles southeast of Irwin, ID, and approx. 11 miles west of the Idaho-Wyoming border, in Bonneville County. Awarded Contractor will provide all labor, equipment, and materials necessary to install approximately 2,310 linear feet of fencing (see attached footprint), and 3 multipurpose gates according to the provisions contained herein and any specifications for chain link fencing systems. The work includes disposal of any waste material in a legally acceptable manner. The principal components of work will be: A. Palisades Dam -- Security Fencing and Installation: 1. Clear vegetation from Contractor Use and work areas. 2. Install security fence 84¿ tall with 3 strands of barbed wire. 3. Post depth should be appropriate to Bonneville County, Idaho 4. Install 3 gate openings, 8¿ wide, each consisting of two 4¿ swing gates 5. Furnish and install materials necessary for fence construction. 6. Installed fence must be able to withstand weather conditions common to Palisades Dam. 7. Must be installed per manufacturers and ASME specifications 8. USBR Staff will provide utility location 9. Upon completion, site will be returned to pre-construction condition B. The magnitude of this requirement is estimated between $100,000 and $250,000. Sources are being sought for firms with a North American Industry Classification System (NAICS) code 238990 ¿ All Other Specialty Trade Contractors with a Small Business Size Standard of $15 million. Responses are requested with the following information, which shall not exceed a total of 10 (ten) pages: 1. Offerors¿ name, address, DUNS number, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Woman Owned, Service-Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. 3. Description of capability to perform Construction as described above. 4. Past Performance/experience on contracts of similar scopes of work or construction contracts, describing no more than three (3) contracts (or specific task orders) completed within the past five years of the issue date of this Sources Sought Notice. The past performance information shall include project title, location, general description of the Construction to demonstrate relevance to the proposed project, the Offerors¿ role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). If submitting past performance/experience on a project in the role of a subcontractor, include the Prime Contractor¿s name and a quantifiable amount (percentage) of the project your company contributed to the overall scope of work. Prime Contractor experience is preferred but not required. NO RESPONSES WILL BE ACCEPTED BY FAX. Responses will not be returned. Telephonic responses will not be honored.
