This is a Pre-Solicitation announcement only. This is not a request for proposals, quotations, or bids and no purchase order will be awarded from this notice. In accordance with Federal Acquisition Regulation (FAR) Part 5.2.3(a), this is the official synopsis that the Department of the Interior, Bureau of Reclamation (BOR) intends to issue a Request for Quote (RFQ) on or about March 18, 2022, for the design, manufacturer, test, and deliver Palisades Dam two 90-inch diameter Jet-Flow Gates (JFG) and appurtenances. A brief synopsis of the services required is as follows: The Contractor shall provide all management, supervision, labor, consumable supplies to design, manufacturer, test, and deliver Palisades Dam two 90-inch diameter Jet-Flow Gates (JFG) and appurtenances. The two hollow-jet valves are the primary valves used to regulate flows through the dam during the summer operating months. They are winterized during the winter months. The two hollow-jet valves serve as the dedicated primary make-up valves for the generator units. The two hollow-jet valves have reached the end of their life and will be replaced with two 90-inch diameter jet-flow gates furnished under this contract. The Contractor shall provide adequate personnel with the necessary expertise, qualifications, and experience to assure performance of the work in accordance with sound, safe, and efficient management practices. The solicitation number is 140R1021Q0023. The solicitation, amendments, and any other information will be issued in electronic format only and will be available on or about March 18, 2022 through the Federal Government Electronic Posting System, www.SAM.gov. No additional media (CD-ROM, floppy disk, faxes, email, etc.) will be provided. Paper solicitations will not be available. This solicitation will be a set aside for all Small Business concerns. The associated North American Industrial Classification System (NAICS) code for this procurement is 332911, Industrial Valve Manufacturing, with a Small Business Size Standard of 750. The Product Service Code (PSC) is 4810. In accordance with FAR 52.237-1, a site visit will be conducted. The date and time will be provided in the solicitation. This solicitation will result in the awarding of one (1) Firm Fixed Price contract under Federal Acquisition Regulation Parts 12 and 13. The evaluation factors shall be Technical, Past Performance, and Price. The anticipated start date is May 1, 2022.
